Lead OMB Data Analyst
The City of New York is seeking a Lead OMB Data Analyst for the Office of Management and Budget (OMB) Data Unit. This role involves supervising staff, managing personnel data, and ensuring accurate reporting and analysis to support HR functions.

Responsibilities
Supervising two staff members
Managing and analyzing personnel data
Coordinating the flow of information
Supporting various HR and personnel functions
Overseeing the agency's Monthly Hiring Plan
Ensuring accurate tracking of all personnel data
Producing detailed reports and visualizations
Managing the agency's Monthly Hiring Plan
Reviewing new division vacancy requests and staff changes
Analyzing and entering data into shared OneDrive files with the OMB taskforce
Maintaining the internal Human Resources Information System
Escalating issues to the Deputy Director when appropriate
Leveraging SQL and Python for data management and analysis
Using Power BI to create and manage dashboards and visual reports
Maintaining and querying personnel data
Ensuring data integrity across systems
Coordinating the flow of information across multiple units
Developing and reviewing bi-weekly, monthly, and ad hoc reports on staffing metrics
Tracking candidate declinations, loaned positions, and relevant personnel data
Supervising the Personnel Data Analyst for timely completion of e-performance reports
Working closely with the Assistant Commissioner of Personnel
Developing and maintaining documentation related to data processes
Utilizing coding and programming skills to automate data processes
Developing analytical tools and models to support personnel data management and analysis
Qualification
Required
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above
Authorization to work in the United States is required for this position
Proficiency in SQL and Python for data analysis and process automation
Strong skills in SQL for querying and managing data
Advanced skills in Power BI for creating visual reports and dashboards
Experience with Visio for process mapping and documentation
Experience in maintaining and analyzing data within a Human Resources Information System (HRIS) or similar database systems
Ability to generate accurate and insightful reports and presentations for various stakeholders
Excellent written and verbal communication skills to effectively liaise with senior staff and other departments
Strong organizational abilities for managing multiple tasks, deadlines, and priorities
Proven ability to lead, mentor, and manage a team
High attention to detail to ensure data accuracy and report integrity
Ability to work collaboratively with diverse teams and coordinate information flow between different units
Preferred
Experience in project management or involvement in special projects related to HR or data management
