Responsibilities

Perform various human resources (HR) functions to support City departments
Providing guidance and advice on a wide variety of human resources topics/programs, including sexual harassment prevention, equal employment opportunity (EEO), hiring interviews, employee performance review, progressive discipline, threat management, family and medical leaves, meet and confer, contract negotiations, etc
Conduct and review disciplinary fact finding and/or EEO investigations
Develop appointing authority interview packets
Research, analyze, review, advise, and make recommendations to department management on HR policies and procedures including Civil Service Rules, Personnel Manual provisions, Administrative Regulations, Memorandum of Understanding (MOU) provisions, department instructions, Federal and State laws, and legal guidelines
Respond to and provide advice on a variety of HR-related questions/issues from department managers, supervisors, and employees
Develop HR-related department programs
Assist in the development of classification requests
Develop and conduct HR-related training such as Fact Finding, Threat Management, and Discipline and Rewards
May lead and train subordinate staff
Perform other duties as assigned

Required

Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter)
Two years of full-time experience performing, as a PRIMARY duty, professional-level human resources work
Qualifying experience MUST include responsibility for conducting professional-level studies to identify problems and/or formulate recommendations in at least ONE of the following functional areas: Labor relations/negotiations, Reviewing, developing, and conducting selection/interview processes, Interpretation of administrative or personnel regulations to the public, management, and/or employees, Organizational effectiveness, productivity, and salary studies, Administration of human resources programs related to employee benefits, medical placement, temporary light duty, workers' compensation, rehabilitation, or retirement, Misconduct/equal employment opportunity fact-finding or similar investigations, Employee relations and development
Proof of degree/transcripts, if utilized to meet the minimum requirements
For City of San Diego employees, proof of Out-of-Class Assignment (OCA), if utilized to meet the minimum requirements

Preferred

A Master's Degree in Human Resources Management, Industrial/Organizational Psychology, Public Administration or a closely related behavioral science may be substituted for a MAXIMUM of one year of the required experience
