Deputy Director - Light Rail Operations

Responsibilities
Providing executive leadership and strategic direction for Light Rail Operations to ensure safe, reliable, and efficient rail service that meets agency goals and public transportation objectives
Directing the development and execution of short- and long-range operational strategies, business plans, and performance initiatives aligned with MTA’s mission, regulatory requirements, and customer service standards
Establishing, reviewing, and enforcing operational policies, procedures, and standards to improve system performance, operational consistency, and regulatory compliance
Ensuring effective coordination, integration, and collaboration among Light Rail divisions and supporting departments to optimize resources and service delivery
Representing Light Rail Operations on internal and external committees, task forces, and interagency forums to advance organizational priorities and regional transit coordination
Overseeing labor relations activities, including participation in collective bargaining, contract administration, grievance resolution, and arbitration, while maintaining productive labor-management relationships
Maintaining executive accountability for system safety by ensuring compliance with federal, state, and local safety regulations and monitoring agency-wide safety performance metrics
Managing operational budgets by approving expenditures, monitoring financial performance, and implementing budgetary adjustments to ensure fiscal responsibility and operational sustainability
Coordinating departmental initiatives with external partners, regulatory agencies, and stakeholders to support capital projects, service enhancements, and operational continuity
Qualification
Required
Graduation from an accredited high school or possession of a high school equivalency certificate
Six years of experience in administrative staff or professional work
Five (5) years' experience supervising and monitoring employees and overseeing rail operations applying relevant rules, regulations, and exercising responsibility for the development of policies or procedures
Must have at least five (5) years in middle management or higher-level capacity managing in a public or private sector urban rail transit agency and/or experience in large transit operations or transit property
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland
