Principal Traffic Engineer-Asset Management

The City of Boston is seeking a Principal Traffic Engineer for Asset Management to oversee the implementation of a new asset management program and ensure quality control of asset data collection. The role involves reviewing engineered plans, supervising production of feasibility studies, and providing technical guidance for transportation projects.

Responsibilities

Utilizes Cartegraph to track asset conditions, inventory, work history, and creates work orders and tasks for the design, layout, and installation of traffic control devices
Ensures quality control of asset data collection and contributes to data modeling, analyses, and reports of findings and recommendations
Creates work orders and tasks for design changes to the public way and posted traffic and curbside regulations
Creates standard operating procedures, business process models, and workflows for the Asset Management unit
Reviews and maintains maintenance records of work performed for data completeness and accuracy
Provide training for new users of the asset management system
Develops geographic database structures, tables, forms, and reports, and maintains the BTD Sign Guide and CAD Standards
Creates work orders and tasks for 311 constituent requests in a timely and professional manner
Tracks critical path workflows related to program and project management
Provides technical guidance and performs design reviews of engineering studies and reports, concept designs, stamped engineered plans, drawings, and technical specifications for transportation projects
Prepares engineering reports, analysis, and recommendations for the Supervising Traffic Engineer for Asset Management
Supports contract administration of the Asset Management contract and assists with procuring supplies and services
Attends meetings as a representative of the Department and works with internal and external stakeholders to improve basic City services, transportation safety, and traffic and parking management
Work with Asset Managers in other departments at a Cabinet level
Performs related work as required

Required

Applicants must have at least five (5) years of full-time, or equivalent part-time, technical or professional experience in engineering work of which at least three (3) years must have been in a professional capacity and at least one (1) year have been a supervisory, managerial or administrative capacity or any equivalent combination of the required experience and the substitutions below
A degree in Engineering is strongly preferred and may be substituted for two years of the required experience
EIT designation or PE License is strongly desired
Working knowledge of the National Association of City Transportation Officials (NACTO) Transit, Street, and Urban Bikeway Design guides, MassDOT's Separated Bike Lane Planning and Design Guide, Boston Complete Streets Guidelines, Manual on Uniform Traffic Control Devices (MUTCD), and relevant American Association of State Highway and Transportation Officials (AASHTO) and Federal Highway Administration (FHWA) guidelines
Working knowledge of Synchro, SimTraffic, and AutoCAD software packages
Experience in successfully completing traffic engineering projects such as sign and pavement marking plans, safety studies, pedestrian and bicycle facility projects, complete street design projects, intersection design projects, and designing and implementing 'rapid-response' installations using measures such as lane markings, flex posts, and traffic signal timing changes
Ability to collaborate with a diverse range of stakeholders, including other City departments, public agencies, private consultants, and advocacy groups
Working knowledge of traffic engineering principles, practices, and terminology applicable to the design of highway facilities; construction materials, specifications, and costs as applicable; and supervisory principles and practices
Demonstrated ability to develop and implement engineering and maintenance projects, maintenance, and tasks
Proficiency with cloud-based productivity suites such as Google Workspace or Microsoft Office programs is required, and experience with collaboration and work management software applications is required
Experience with asset management software is required and experience with Cartegraph is required
Experience in building business process models and implementing new workflows is required
Excellent oral and written communication and organizational skills
Must be willing to travel within the City of Boston
Ability to exercise good judgment and focus on detail as required by the job

Preferred

Working knowledge of flexible curb management and parking demand reduction strategies
Experience implementing new technology and hardware
Experience with organizational change management
Must have and maintain a valid Massachusetts driver's license
