Highway Safety Engineer (Civil Engineer III)
Commonwealth of Massachusetts is responsible for developing and coordinating transportation policies and projects. The Highway Safety Engineer will train and supervise staff while conducting safety analyses and managing highway safety initiatives.

Responsibilities
Conducts, trains, advises, and supervises others (including the CEIIs, CEIs, interns and co-ops) in analyses of safety issues through research & use of the Crash Data System (CDS) and/or IMPACT
Reviews and performs crash analysis of potential HSIP projects and advises others and trains within 3. MassDOT and consultants on best ways to conduct the analyses
Reviews alternative safety analysis evaluations and the safety evaluation portion of the ICE (Intersection Control Evaluation) analysis and provides guidance and feedback to consultants
Attends/assists/facilitates/leads/manages Road Safety Audits (including preparations of collision diagrams and summaries, report reviews) and teaches CEI/CEIIs how to perform this task
Locates crashes and assists in development / identification of top crash locations
Reviews Functional Design Reports, Tech Memos, Plans, and other information focusing on safety and provides guidance and feedback on how to better conduct the safety analysis portion
As needed, organizes materials for specific crash requests and site visits
Trains and supervises others in use of Highway Safety Manual methodologies
Manage EDC and other FHWA initiatives
Conducts roadway infrastructure safety inspections in the field for projects based on specific requests
Manage all aspects of CEIIs, CEIs, interns, co-ops within the Highway Safety Section
Conduct tasks as needed including training others, working directly for Assistant Administrator for Traffic and Safety on specified tasks, project reviews, etc
Qualification
Required
At least four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials
At least two years must have been in a professional capacity
Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required
Preferred
Some GIS experience
Road safety audit experience
Familiarity with the Highway Safety Manual
Understand the concept of FHWA's Highway Safety Improvement Program

Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.
