MARTA (Metropolitan Atlanta Rapid Transit Authority) is responsible for operating and maintaining critical electrical power systems. The Manager of Electrical Power & Equipment will oversee work programs, manage staff, and ensure compliance with safety and operational standards while developing long-term improvement plans for equipment and training.

Responsibilities

Manage overall work goals and activities of the electrical power and equipment branch. Create and maintain a consistent quality and customer focused team among subordinates and supervisors which support the Office, Department, Division and the Authority’s mission, goals, priorities, and objectives. Coordinate work priorities and work schedules with Operations management as well as approve work requests
Develop and implement maintenance management processes and programs to include the office Preventive Maintenance/Predictive Maintenance programs. Improve the maintenance management processes within the unit by ensuring day-to-day activities are coordinated in support of unit work goals and objectives, routinely compiling daily and weekly schedules. Ensures that Authority and Office policies and procedures are adhered to on a daily basis. Represents the Office and the Director of Maintenance of Way at meetings and other events, as directed. May serve as acting Director during the Director's absence. Develops innovative solutions to resolve conflicts between the Office and other entities
Authorize and coordinate planned and emergency Electrical Utility switching, repairs, and outages for over 100 MARTA electrical substations throughout the Metropolitan Atlanta area with Georgia Power-Southern Company. Provides written reports on outstanding or corrected problems. Also, provides written reports on any type of accidents, which occur, on the system. Investigates electrical problems, which cause delays to revenue service operation, determines cause and implements preventive solutions. Investigates safety incidents, analyzing the data, gathering physical evidence, and completing detailed reports
Responsible for the independent monitoring and inspection of the MARTA Electrical Power system for the purpose of verifying compliance with MARTA rules, standards, and instructions, and the responsibility to perform corrective and/or preventive actions when appropriate to promote compliance in a safe and efficient manner. Monitor inventory levels of supplies, tools, and equipment to ensure sufficient supply of materials are available to promote efficient operations
Develop annual five-year business plan based on the Division, Department, and Office goals and objectives to ensure all aging equipment is replaced as needed and that all employees receive the appropriate technical and supervisory training. Review financial reports on a monthly basis to ensure operating and capital accounts are accurate and within budget. Prepare, administer, and maintain adherence to budget
Identify all safety and training needs and ensures that necessary job-related instruction is provided to employees. Implements and Promotes Safety/Training Programs unique to EP&E. Actively participates in the development of safety programs to protect employees and the public. Takes steps to maintain safety record of zero preventable accidents. Ensures staff follows and promotes established safety programs and procedures. Implements, promotes division training and safety programs to ensure skill transfer and legal compliance. Interacts with administration, labor relations, procurement, contracting services, architectural and engineering personnel to assist in the coordination of and design review of new construction and major projects involving other offices and departments. Make recommendations on repair, redesign and retrofit on various mandated compliance requirements
Develop technical and procurement specifications as needed to obtain outside goods and services in support of the Office’s goals, mission and work programs. Review and revise invoices and purchase requisitions to ensure they are within budget
Enforces and maintains a thorough knowledge of all MARTA operating rules and regulations. Deals effectively with problems that may arise with union shop steward or union workers on the job. Review and make recommendations on the specifications for new equipment, as well as line extensions
Conducts inspections and acceptance on EP&E equipment (including Traction Power Substation, Gap-breaker Substations, Auxiliary Power Rooms and wayside equipment). Makes sure inspections meet or exceed MARTA’s established guidelines and time schedules. Must understand the safety significance of deviations of the electrical system and sub-systems and the ability to perform remedial action during revenue operations to correct or safely compensate for deviations

Required

A Bachelor's Degree in Electrical Engineering
A minimum of eight years progressive supervisory experience in electrical power systems and equipment maintenance management
Ability to methodically and systematically troubleshoot electrical systems during revenue operations without compromising the safety or efficiency of transit operations
Ability to manually operate the electrical system during revenue operation without adversely impacting revenue service
Ability to use independent judgment within established guidelines during abnormal occurrences
Ability to use applicable tools and test equipment
Ability to read and understand complex technical documents, schematics, manuals, prints, tests procedures, etc., associated with the electrical system
Ability to inspect and co-ordinate maintenance work of other EP&E maintenance personnel to verify compliance to MARTA rules, standards, and instructions
Ability to communicate technical instruction and information clearly and legibly
Knowledge in Regulatory Codes and Standards with specific experience in National Fire Protection Association (NFPA), National Electrical Code (NEC), National Electrical Testing Association (NETA), Institute of Electrical and Electronics Engineers (IEEE), American National Standards Association (ANSI) and Occupational Safety and Health Administration (OSHA) standards to ensure compliance and safety of the Authority personnel and assets
In lieu of a degree, directly related experience may be substituted on a year-for-year basis

Preferred

Completion of a formalized electronic and/or electrical technician training program
Professional Engineers License and/or Unrestricted Electrical license
