ADMINISTRATIVE SPECIALIST II
The City and County of Honolulu is seeking a skilled and adaptable professional to assist in carrying out the administrative functions of the Honolulu Ocean Safety Department. The role includes advising on personnel matters, managing budget preparations, and developing operational procedures for the division.

Responsibilities
Advise administrators on all personnel matters; prepare and process documents relating to hiring, classification, labor relations and other personnel activities
Compile and prepare justification of operating and CIP budgets, maintain control of expenditures of the budgets; prepare budget reports as required
Prepare and update general management and long range development plans for the division; develop, monitor and review division’s mission and functions, and assist in the functional coordination and management of division activities
Conduct studies and recommend operating practices and procedures, including the development and maintenance of standard operational procedures and division training procedures
Qualification
Required
Must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment
Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in business or public administration or a related field
Three years of professional work experience in budget administration, personnel management (i.e., human resources), or management analysis
Application of specialized knowledge in a focused role with a substantial degree of responsibility
Ability to independently apply critical thinking skills to analyze, evaluate and solve complex, non-routine administrative problems related to operational, programmatic, or fiscal management
Ability to apply basic principles and practices of public administration including personnel management, budget and fiscal administration, and organization and method analysis
Familiarity in preparing information for technical reports for management addressing organizational goals, objectives, and priorities
Preferred
A Master's degree in Human Resources Management, Business Administration, or Public Administration from an accredited four-year college/university may be substituted for six (6) months of the required work experience
