Chief Combustion Inspector- (DPIS)- Provisional
Franklin County Sheriff's Office is seeking a Chief Combustion Inspector to oversee and supervise the activities of Combustion Inspectors and Boiler Inspectors. The role involves ensuring compliance with state and local laws regarding heating and boiler installations, conducting field inspections, and reviewing inspection reports.
Responsibilities
Reviews all plans for compliance with applicable heating, air distribution and air quality regulations
Lays out, assigns and supervises the work of inspection staff assigned in the office and in the field
Performs the duties of a Combustion Inspector and Boiler Inspector
Hears, reviews and assigns complaint inspections regarding violations of laws and ordinances relative to heating and boiler installations
Reviews all reports of Combustion Inspectors and Boiler Inspectors and confers with them regarding their activities
Prepares evidence and assists in the prosecution of violators of heating, air handling, dry cleaning and boiler installations
Prepares data for and serves as an expert witness testifying in cases of violations of City and State codes and ordinances in Housing Court
Coordinates and acts as a liaison regarding the activities of the Fuel Device unit with related activities of other municipal departments
May conduct in-house training concerning inspection methods, procedures and provisions of the City and state codes
Oversees departmental hearings as directed by the supervisor
Gives information, responds to inquiries from the public, contractors, architects and the general public regarding state and local laws and codes pertaining to heating and boiler installations
Conducts correspondence and keeps records
Serves on the Board of Heating Examiners for technical and code related issues
Reviews applications for all licenses related to fuel abatement and air handling
Performs related duties as required
Qualification
Required
Continuous and permanent status in the Department of Economic Development, Permit & Inspection Services as Combustion Inspector or Boiler Inspector for one year
Possession of a current Chief Stationary Engineer's License to be presented at time of filing application
Graduation from High School, GED or Equivalency Diploma
Possession of a current Chief Stationary Engineer's License issued by the City of Buffalo in accordance with city ordinances which must be presented at time of filing application
Possession of a current New York State Driver's License, which must be presented at time of appointment
Possession of a Basic Code Enforcement Training Certificate issued by the New York State Department of Education, which must be presented at time of appointment
Thorough knowledge of the principles, practices and techniques used in the operation of air handling equipment, furnaces, dry-cleaning equipment, boilers and their auxiliaries
Thorough knowledge of codes and ordinances pertaining to combustion, combustion control, residential, commercial and institutional heating and dry cleaning establishments
Good knowledge of mechanics and combustion skills in making tests and in detecting deficiencies in the operation of equipment
Ability to read and interpret blueprints and specifications
Ability to plan and supervise the work of others
Ability to establish and maintain cooperative relations with public officials, contractors and the general public
