Responsibilities

Implements Integrated Safety Management (ISM) expectations in all phases of capital project execution and models exemplary safety behavior in engineering, construction, commissioning, and field operations
Functions as deputy authority with DOE/NNSA and internal customers to define mission goals, capital project scope, funding profiles, and prioritization, including support for DOE O 413.3B documentation such as PEPs, WBS structures, acquisition strategies, and performance baselines
Define and align project objectives with DOE/NNSA and Laboratory leadership
Serve as the primary project representative in interactions with DOE, stakeholders, and executive management
Provide strategic direction and approve project plans, major subcontracts, and budget allocations
Lead planning and execution of engineering, procurement, construction, commissioning, and turnover activities
Ensure the project is properly staffed and resourced, and oversee execution of scope, WBS, milestones, and baselines
Apply commercial EPC best practices, including constructability reviews, design/delivery strategy, contractor oversight, and commissioning planning
Manage project budgets, contingency, financial approvals, and reporting to Laboratory and DOE/NNSA leadership
Monitor performance using EVMS and critical path scheduling; identify issues and implement corrective actions
Identify and mitigate risks to technical performance, cost, and schedule, escalating major risks as needed
Coordinate across DOE/NNSA, regulators, design agencies, contractors, and suppliers to meet technical and regulatory requirements
Supervise and mentor project managers; promote collaboration across Laboratory divisions and subcontractors
Ensure compliance with ISM, ES&H requirements, quality assurance, change control, and Laboratory policies
Maintain strong communication with internal and external stakeholders regarding project progress, issues, and decisions

Required

Advanced knowledge of capital project management including engineering, procurement, construction, commissioning, startup, and turnover
Familiarity with DOE Line Item project requirements (DOE O 413.3B), federal acquisition expectations, EVMS, critical-path scheduling, and configuration control
Knowledge of commercial construction and EPC practices, contracting strategies, subcontractor oversight, building codes, and QA/QC processes
Proven ability to lead multidisciplinary teams, manage customer relationships, resolve conflicts, and communicate effectively
Excellent communication skills, with the ability to convey complex information clearly to diverse audiences including executives, project teams, contractors, and external partners
Bachelor's Degree from an accredited institution and 12 years of related experience, or an equivalent combination of education and experience

Preferred

Proven success representing projects or programs to senior leadership, external partners, and oversight organizations
Demonstrated commitment to integrating safety principles into all aspects of project execution, with proven ability to model safe practices and ensure compliance with organizational and regulatory requirements
Experience working within regulated, mission-driven, or high-consequence environments such as government, national laboratories, engineering firms, or major construction programs
