Director of Building Systems Optimization
NYC Health + Hospitals is the largest public health care system in the United States. Responsibilities
Lead the design and execution of large-scale BAS upgrades while supporting facility-led local upgrades
Oversee design and construction of complex energy efficiency projects with significant controls components
Develop and implement HVAC optimization strategies to improve performance across H+H facilities, primarily hospital buildings
Support Local Law 87 compliance and retro-commissioning initiatives to improve HVAC efficiency, reduce energy use, and cut greenhouse gas emissions
Guide Facility Management teams in implementing preventive and predictive maintenance practices for MEP systems, ensuring compliance with ASHRAE Standard 180
Promote a culture of energy efficiency by encouraging staff participation in CUNY/DCAS Energy Management Institute courses
Define and review scopes of work for controls upgrade projects in collaboration with facility management teams, contractors, and consultants
Provide coaching and guidance to engineers and technicians responsible for HVAC operations
Ensure the successful completion of administrative functions essential to energy project delivery, including preparing and reviewing work orders and Certificate to Proceed (CP) packages
Partner with Capital and Facilities teams on controls-related initiatives, ensuring alignment with organizational energy efficiency and sustainability priorities
Implement technologies to measure, benchmark, and reduce water consumption across facilities
Qualification
Required
A Masters Degree in Business Administration, Science, Health Care Administration, Engineering or related discipline from an accredited college or university or a license as a Professional Engineer or registration as an Architect
Eight years managerial experience in Capital Program or budget work in the construction field including four years experience in budget administration and management of health care facilities
A satisfactory equivalent combination of education, training and experience
Eight years of satisfactory full time professional experience, two (2) of which must have been in an executive, managerial, administrative or supervisory capacity
Strong knowledge of building systems (mechanical, electrical, and controls) and energy efficiency technologies
Familiarity with project management operations, including project planning, scope development, design and construction management, and project close-out
Knowledge of airside and waterside economizer systems, heat recovery systems including their design, operation, and integration with BAS to maximize free cooling opportunities
Familiarity with the following: NYC Local Laws related to energy and climate (Local Laws 84, 87, 95, and 97); Energy Code and/or ASHRAE standards; steam, hot water, chilled water distribution systems, electrification and deep energy retrofit concepts
Proficiency in continuous and retro-commissioning of building systems to maximize performance and sustainability outcomes
Strong analytical skills with the ability to collect, interpret, and report on performance data to inform decision-making
Proven ability to support and enhance maintenance programs that integrate preventative and predictive strategies to achieve energy savings through system optimization
Excellent communication and interpersonal skills to collaborate effectively with facility operators, maintenance staff, executive leadership, and external partners
Thorough understanding of local laws and regulations especially Local Law 87, including compliance management, documentation, and verification processes
Experience developing programmatic and technical requirements for procurements, particularly in operations and maintenance
Expertise in contract management, including rollout, administration, performance monitoring, and vendor coordination
Innovative, strategic mindset with a track record of implementing new approaches that improve efficiency, sustainability, and operational effectiveness across large-scale hospital facilities
Knowledge of water systems in healthcare environments, with emphasis on efficiency, safety, and regulatory compliance
Preferred
