HR Specialist, Recruiting and Talent Management
Arlon EMD is seeking a Talent Operations Specialist who will oversee and enhance the talent management processes within the organization. This role is critical in attracting, developing, and retaining top talent while ensuring alignment with organizational goals through employee engagement and performance management.

Responsibilities
Recruitment strategy and planning: Collaborate with hiring managers to understand job requirements and develop effective recruitment strategies
Candidate Sourcing: Use a variety of channels (job boards, social media, networking, referrals, etc.) to attract qualified candidates for open positions
Screening & Interviewing: Review resumes, conduct phone interviews, and schedule in-person interviews to assess candidates’ qualifications, cultural fit, and skills
Candidate Experience: Ensure a positive and efficient candidate experience throughout the recruitment process, providing timely updates and feedback
Job Posting & Branding: Write compelling job descriptions and manage job postings on relevant platforms, ensuring that they reflect the company’s culture and attract high-quality applicants
Collaboration with Hiring Managers: Partner with hiring managers to understand team needs, provide guidance on the hiring process, and ensure alignment on candidate selection
Offer Management: Extend offers to select candidates, negotiating compensation in line with company policies and guidelines
Recruitment Metrics & Reporting: Track and report key recruitment metrics, including time-to-fill, cost-per-hire, and candidate quality, to provide insights for continuous improvement
Onboarding & Orientation: Oversee the onboarding process to ensure new hires are successfully integrated into the company culture and equipped for success
Performance Management: Lead the performance review process, ensuring alignment with organizational goals, and coach managers on providing constructive feedback
Development Program Design: Develop and implement training programs to enhance employee skills, leadership abilities, and organizational knowledge
Employee Development Plans: Create and monitor individual development plans that align with both individual goals and company objectives
Leadership Development: Implement programs that nurture leadership talent and prepare high-potential employees for future roles within the organization
Succession Planning Support: Collaborate with HR and senior leadership to support succession planning efforts, ensuring that key roles are filled with qualified and trained talent
Qualification
Required
Bachelor's degree in human resources, Business Administration, or a related field
Proven experience (5+ years) in talent management, human resources, or organizational development
Strong understanding of performance management and talent development processes
Excellent communication and interpersonal skills with the ability to influence at all levels of the organization
Ability to use data and analytics to drive decisions and program effectiveness
Strong organizational skills and the ability to manage multiple projects simultaneously
Ability to build and maintain effective relationships with diverse stakeholders
Detail-oriented with a focus on accuracy
Strong computer skills, Excel, Outlook, PowerPoint, MS Office, etc
Preferred
Certifications such as SHRM-CP, SHRM-SCP, or equivalent are a plus
Bilingual in Mandarin is highly preferred
