ICAO Roster-iPACK-Government Safety Inspector — Personnel Licensing

They are seeking a Government Safety Inspector — Personnel Licensing to lead a team in establishing and maintaining a CAA Personnel Licensing system, ensuring compliance with international standards and effective oversight of licensing activities.

Responsibilities
Explain to the iPack team the personnel licensing requirements of Annex 1 and familiarize them with related guidance material
Lead the iPack team in either drafting or reviewing and refining the national stakeholder management strategy that addresses the five functional areas of personnel licensing, which are examination, licensing, training, regulation, and administration
Guide the iPack team in either drafting or reviewing and refining of appropriate regulations, procedures, and guidance materials for inspectors to conduct their certification and oversight activities
Head the iPack team in identifying and addressing deficiencies in the personnel licensing system
Lead the iPack team in the development or refinement of internal guidance, policies, and procedures that address the delegation of specific testing functions, creation of effective knowledge tests, training for staff, and creation or refinement of knowledge test guides
Lead the iPack team in administering, grading, and documenting the results of knowledge tests
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the responsibilities of the PEL office, creation and updates to the knowledge testing bank, establishment of applicant performance standards, and system to record testing results
Lead the iPack team in conducting flight crew licence and maintenance technician skill tests
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the standards for skill testing, skill test design, issuance, and applicant performance standards, language testing procedures and applicant performance standards, and qualifications for testing staff and examiners
Lead the iPack team in evaluating a licence application for completeness and accuracy and determine if an applicant is eligible
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address notifying applicants of the CAA’s documentation requirements, PEL inspector job aids and check lists, applicants’ ID requirements, standardized application forms for flight crew and non-flight crew applicants, and detailed review of each application
Lead the iPack team in determining the appropriate document to be issued based on the skill test results
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the issuance, renewal, and reissuance of a licence, rating, or authorization, issuance of a letter of discontinuance. issuance of a letter of denial, format of the licence, and determination whether a licence, rating, authorization, or certificate may be issued
Head the iPack team in the validation and conversion of foreign licences
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address four ways to convert a flight crew licence, three ways to convert an AMT licence, verification of a licence issued by another State, and identification of licences, authorizations, or ratings that are eligible for conversion
Lead the iPack team in suspending or revoking a licence
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address eight elements of an effective safety oversight system, investigative process, collection of evidence, risk evaluation and potential enforcement actions, and administrative and civil penalties
If necessary, provide advice to the authority on the composition of the PEL iPack team
Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarize with all iPack materials, and gather stakeholders’ contact information
Obtain briefings from ICAO HQ. Operational Safety Section of the Air Navigation Bureau (ANB), Capacity Development and Implementation (CDI) Bureau, ICAO Regional Technical Officers, and iPack State Focal Point
Prepare presentations, organize and conduct the kick-off meeting and closing meeting
Analyse the needs survey and prepare the iPack work plan accordingly in coordination with the Regional Technical Officers for the approval and signature by the Senior Manager of the authority to which the iPack is deployed
Coordinate the list of GSI PEL course participants with the State Focal Point and submit it to ICAO CDI
In addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings
Prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional deficiencies identified
Define follow-up actions required and suggested approaches to achieve objectives for implementing the State’s PEL system
Ensure that the iPack Deployment Report is well edited and formatted
Obtain the approval of the iPack Deployment Report from the ICAO Regional Technical Officer(s), ICAO HQ. PEL iPack focal point, and iPack State Focal Point
Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model
Performs any other related tasks, as required to address the objectives of the assignment
Qualification
Required
A first-level university degree, preferably in Aviation, Engineering, or in a related technical discipline
Considerable experience (ten years or more) in senior position in a CAA Department of Personnel Licensing
Significant experience (three years or more) working as Personnel Licensing Inspector with a CAA
Experience in certification and oversight of Approved Training Organizations (ATOs), qualification and approval of flight simulation training devices (FSTDs)
Experience in all aspects of staff development, licensing and licence issue or renewal
Sound knowledge of Annex 1, Annex 6, and guidance material
Sound knowledge of PEL policies, regulations, procedures, and practices
Experience in air transport operations
Fluent reading, writing, and speaking abilities in English
Preferred
Technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, Airframe and Power Plant Technician Certification, or Civil Aviation Safety Inspector may be accepted in lieu of the first-level university degree
Certificate in ICAO's Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position
Participation in PEL-related subject matter expert groups
Experience in developing and implementing programmes to enhance safety in civil aviation
Experience in international technical assistance or cooperation projects
Knowledge of any of the other languages of the Organization (Arabic, Chinese, French, Russian or Spanish)
