Engineer- Stormwater Infrastructure Work Group

Responsibilities

Investigates stormwater infrastructure system issues by; reviewing historical data, conducting field inspections, meeting with residents and stakeholders, and reviewing video inspections and photos
Develops project scope and researches design options and cost analysis and communicates prospective plans with residents and stakeholders. Performs design and permitting, produces construction drawings for Capital Improvement Projects
Assists with performing project coordination, project management, and contract administration; develops cost estimates; creates project manuals and documentation; coordinates project bidding processes; evaluates project risk and takes action to mitigate risks; reviews submittals, ensures projects are on schedule, within assigned budgets, and comply with applicable regulations, policies, and procedures
Plans, designs, oversees construction for stormwater infrastructure improvement projects; reviews, prepares, updates, and communicates plans, drawings, concepts, and permits; conducts field inspections; assesses and evaluates project plans and construction; calculates costs; and ensures plans and construction comply with applicable requirements, standards, policies, and procedures
Manages project funds; forecasts construction costs, reviews insurance and bonds; reviews construction and engineering documentation; and coordinates with senior management and attorneys to resolve complex technical issues
Conducts final inspections to facilitate infrastructure acceptance, warranty and repair requirements; evaluate projects, proposals, and applications; reviews plans and documentation; and coordinates with contractors, inspectors, and staff to assess compliance with specifications; prepares related documentation, including punch lists; receive approvals; and finalizes and closes projects
Provides customer service; coordinates with a variety of internal and external staff, departments, and agencies; and attends meetings to provide professional and technical information; process and evaluate requests; prepares and review technical documentation; ensures compliance with design and project requirements, and applicable regulations, policies, and procedures; and facilitates related departmental operations
Processes project-related documentation, reviews, approvals, permits and certificates; maintains databases; prepares reports; reviews and processes invoices and generates payment requests; reviews, verifies, and analyzes information to make recommendations and ensure accuracy, completeness, and compliance with applicable regulations, policies, and procedures
Provides assistance in guiding paraprofessional engineering staff involved in performing engineering inspection, including interpreting plans, specifications, permit requirements and policies
Obtains rights-of-entry from affected property owners and coordinates easement acquisitions
Performs other duties of a similar nature and level as assigned

Required

Bachelor's degree in engineering or a directly related field OR equivalent experience
One year of engineering-related experience (which may include internship experience)
A valid North Carolina Class C Driver's License with a satisfactory driving record acquired within a time frame established by the City

Preferred

Engineering-In-Training (EIT) or Engineer Intern (EI) Certificate preferred
Experience with or exposure to stormwater engineering, AutoCAD Civil 3D, ArcGIS is desirable
Knowledge of stormwater software such as watershed hydrology modeling and storm sewer system modeling
Proficient knowledge of Word and Excel is preferred
