Deputy Chief Information Officer
The U.S. Department of State is seeking a Deputy Chief Information Officer for Enterprise Applications in Washington, DC. This role involves providing executive oversight and policy direction for the Department's Enterprise Applications programs and ensuring the successful implementation of IT resources.

Responsibilities
Provides executive oversight and policy direction to approximately 200 FTE (Civil Service & Foreign Service) and 1000+ contractors. Formulates long-range plans & objectives and provides oversight for implementation of Enterprise Applications programs, projects, policies, procedures, standards, processes, and other related projects
Prepares, justifies, and defends EA policy as well as needs for supporting systems and manages the Federal Budget submission and execution data to support EA programs. Provides executive-level briefings to Department leadership, foreign missions, and Foreign Affairs agencies, to ensure the successful implementation of enterprise solutions and policies
Analyzes proposed updates to Department-wide and Bureau-specific business, resource, and knowledge management policies, drafting responses to the proposed actions for review by the CIO
Participates in formal and informal management planning, policy, and decision-making discussions regarding legislative changes, technological improvements, and variations in governmental policies and procedures involving important resource and management issues

U.S. Citizenship is required
Incumbent will be subject to random drug testing
Verification of Employment Eligibility in the United States is required
Must be able to obtain and maintain a Top Secret/SCI security clearance

One year probationary period, unless excepted by regulation
Evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability
Experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector
Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
Demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality
Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture
Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors
Expert knowledge and demonstrated ability to lead IT service delivery in a large-scale and globally dispersed customer base
Demonstrated ability to build and maintain strong relationships with senior leaders and stakeholders throughout the organization and other agencies/organizations that rely on enterprise IT services and support
Experience leading large combined federal and contracted employees through modernization, process improvement, and organizational change
Strength in strategic planning, contractual oversight, project planning, and execution of large-scale IT service delivery and refresh of IT devices
Expert knowledge and demonstrated ability to provide senior-level leadership, strategic management, and policy direction to optimize the Department's resources needed to formulate long-range plans and objectives and oversight for implementation of IT programs, projects, policies, procedures, standards, processes, and other related projects
Expertise and demonstrated ability to integrate policies, priorities, metrics, strategies, and new customer initiatives to provide the most efficient and cost-effective outcomes that ensure that Department-wide programs fully meet customers' needs
