Responsibilities

Directs the work of subordinate employees at the organizational unit level providing first-line supervision to a team of FSS Air Traffic Control Specialists (ATCS). Work usually includes routine project/program tasks based on established policies, procedures, and guidelines
Managerial duties affect employees in one organizational unit, and include planning, assigning, setting priorities, tasks, and schedules; monitoring and evaluating performance; coaching and developing employee capabilities; and taking or recommending corrective/disciplinary action, as appropriate
Responsible for planning and directing operations within delegated areas of responsibility, some of which may be remotely located and require travel
Acts as the approving authority for leave; gives direction and instruction to employees on both technical and administrative matters
Provides training, coaching and guidance to subordinates and facilitates team building
Continuously reviews work processes to assure results that meet the agencies mission and the customer’s needs
Serves as a member of the management team to ensure organizational performances meets strategic goals
When assigned, serves as Watch Supervisor, and assumes overall management and supervision of the operations area
Performs staff support functions as assigned
Uses assigned budget, staff, and other resources to accomplish project/program objectives
Manages budget and requests additional resources as needed
Contributes to budget planning process and projects short-term future needs
Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resources, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit
Resolves routine problems independently but consults with higher-level management when existing guidelines are not available or applicable to complex problems
May be called upon to assist in the development of new policies and procedures

Designated or Random Drug Testing required
First page of FAA 3330-43 (unrated) must be submitted. Please do not include your social security number on this form
Position is designated as Moderate Risk; a background investigation may be required
A 1-year supervisory/managerial probationary period may be required
This position is covered under Public Law 92-297 for early retirement purposes
This position will be filled as a temporary promotion or temporary reassignment not to exceed 1 year. It may be extended, terminated early, or may become permanent without further competition
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12, CPC level
Applicants must have specialized experience in an air traffic facility which demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the advertised position
This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations
Such experience is typically demonstrated by accomplishment of assignments of the difficulty and responsibility described in the position classification standard used to evaluate positions at the next lower grade/pay band level (FV-H, FG/GS-12, CPC)
Qualified candidates must meet the following Selective Placement Factor as determined by responses to the 'Other Factors': Do you currently hold or have you ever held an FSS facility rating issued by the Federal Aviation Administration while employed at a Federal FSS facility?
Applicants must be facility rated or previously have held a facility rating in a Flight Service Station (FSS)
Applicants must indicate on their application package that they have held or currently have this rating
Applicants may be deemed ineligible if this is not clearly stated in your application package
The FAA 3330-43 (unrated) is a required form which will be used when making qualifications determination
