Lead International Trade Specialist

The US Trade and Development Agency is seeking a Lead International Trade Specialist to assist a Regional Director in promoting economic development in the assigned region. The incumbent will be responsible for funding feasibility studies, consultancies, training programs, and other project planning services.

Responsibilities

Works with the Regional Director to define regional strategies and goals for the program
Brief USTDA staff and officials on the strategies, goals, and resource requirements of the regional program
Performs the duties of a Team Lead, including training newly appointed International Trade Specialists and providing continuing guidance and assistance to other country managers
Evaluates the potential of complex development projects to impact U.S. exports and job creation; promote host country economic development; receive implementation financing; and support USG foreign policy priorities
Makes preliminary determinations of the project's ability to meet USTDA funding criteria
Assists the Regional Director in leading Agency-wide and U.S. government interagency initiatives and call for deliverables
Develops and maintains business relationships with embassy officials, government officials, and private sector representatives in the U.S. and assigned countries
Represents the Regional Director and the Agency in a variety of forums to provide information about, explain, advocate, and defend USTDA program activities
Acts in the place of the Regional Director in their absence

Required

Suitable for Federal employment, determined by background investigation
Direct Deposit of pay is required

Status candidates must meet time-in-grade (see Qualifications)
Background and security investigation for Secret and Top Secret Clearance
Undergraduate and/or Graduate Education: Major study -- marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, or international relations
Experience that demonstrates knowledge of marketing that included economic, psychological, and sociological influences bearing upon consumption patterns
Experience that demonstrates knowledge of business practices pertaining to wholesale, retail, manufacturers' distribution, distribution costs, finance and tax structure, and similar areas of activity or concern
Experience that demonstrates knowledge of international economic and political factors influencing balance of payments, monetary exchange and tariffs, and their bearing on the distribution of commodities
One year of specialized experience equivalent to at least the GS-13 level
Specialized experience includes guiding, coaching, training and leading members of the team in furtherance of an organization's strategies, goals, objectives, work plans and work products and services
Demonstrated experience performing substantive activities related to foreign assistance, trade policy, commercial development, finance, banking or other activities that provide exposure to a range of the factors that are considered in identifying and planning development assistance activities that promote sustainable growth and trade in emerging countries
Experience conducting research and providing project support services, such as preparing grant agreements, scopes of work for contracts, studies, feasibility studies, or other grant activities related to foreign assistance programs, and briefing books
Experience conducting and providing research on international trade, technical and economic trends
Experience implementing foreign assistance programs, trade policy, commercial development, finance, banking, or other activities that contribute to the development of infrastructure initiatives or other similar initiatives requiring capital investment
Developing and maintaining business relationships with U.S. and foreign private sector representatives and government officials in the development of major infrastructure projects
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
