INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT (CONSTRUCTION ENGINEER/ARCHITECT)
NAVFAC Engineering CMD Mid-Atlantic is seeking a Construction Engineer/Architect to serve in the Resident Officer in Charge of Construction (ROICC) office at Camp Lejeune. The role involves providing expert construction engineering and management advisory services, managing inter-related construction projects, and ensuring compliance with contract provisions.

Responsibilities
You will be the senior experienced and independent engineer/architect providing expert construction engineering and management advisory services to all activities and tenants served by the ROICC
You will be responsible for managing inter-related construction projects associated with high-visibility programs at the installation, and responsible for enforcement of all technical and administrative provisions of assigned construction contracts
You will visit construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives, review CQC reports, and attend QC meetings
You will review pre-final contract drawings/specs for constructability and compatibility (for both design-bid-build and design-build projects), participate in pre-award contract meetings, and coordinate post-award contract meetings
You will serve as technical representative in matters involving contract modifications and claims
You will act as the Contracting Officer’s Representative (COR) in the management and administration of construction projects
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment

You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series
You must be a Registered Architect (RA) if applying for the 0808 series
You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty
You will be required to obtain and maintain a current valid United States driver's license
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position may require occasional travel from normal duty station
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations
Must participate in the direct deposit pay program
You must include a copy of your current license or registration with your application package
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Overseeing or providing construction engineering support for capital improvement projects and major facilities renovations; 2) Managing or providing significant assistance to the management of capital improvement projects from conception through close-out, to include scope, schedule and cost; 3) Monitoring construction contractor quality and safety programs via available data and metrics and by conducting site visits; 4) Providing recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria; and 5) Preparing and presenting briefs related to scopes of work, design reviews, contract negotiations, etc
