LEAD HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS)
USAJOBS is seeking a Lead Human Resources Specialist focusing on employee benefits. The primary purpose of this position is to serve as a team leader overseeing a group of benefits and entitlements specialists, providing comprehensive services in this area.

Responsibilities
Serves as Team Leader over a group consisting of GS-11s and below, Benefits and Entitlements Specialists and Assistances
Provides benefits and entitlements advice resolving the most technically complex/difficult, sensitive, and highly volatile issues
Supports and participates in the Compliance Inspection and Quality Control Program and administration and self-evaluation
Participates in special projects and initiatives and performs special assignments
Qualification
Required
Must complete initial online questionnaire and additional assessment(s)
U.S. Citizenship is required
Males must be registered for Selective Service
This position is subject to provisions of the DoD Priority Placement Program

Work may occasionally require travel away from the normal duty station on military or commercial aircraft
May be required to work shifts or non-normal duty hours
Must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems
Knowledge of federal personnel management functions, theories, techniques and the relationship of the various personnel disciplines
Ability to apply laws, executive orders, regulations, policies, and concepts pertaining to employee benefits and entitlement
Working knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems
Ability to develop concrete action plans to solve problems
Knowledge of principles and practices of team building
Ability to establish performance goals and assess progress toward their achievement
Ability to train and work effectively with widely diverse individuals and groups
Knowledge of automated data processing functions, techniques, and capabilities
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization
Ability to communicate effectively with others, both orally and in writing
Knowledge of safety and security regulations, practices, and procedures
