Sr. Business Development Manager (Staffing)

As a Sr. Business Development Executive, you will own new Business Development efforts within our Emerging Markets sector, driving opportunity qualification, proposal coordination, and relationship management with key clients and partners.
Responsibilities
Identify, qualify, and pursue new federal business opportunities within organizations supporting DoD (e.g., Army, Navy, Air Force, DLA, DISA) and DHS components (e.g., CISA, CBP, ICE, USCIS), aligned with Blu Omega’s capabilities and growth priorities
Analyze market and opportunity intelligence to assess fit, competitiveness, and resource requirements
Build and nurture strategic relationships with Primes and government customers
Represent Blu Omega in meetings, industry events, and business discussions to position the firm for success. This includes teaming discussions for both pre award and post award opportunities
Collaborate with the VP of Delivery to identify key personnel, gather representative resumes, and secure LOIs for proposal efforts
Collaborate with the VP of Delivery to ensure appropriate resources are aligned for post award delivery efforts
Coordinate pricing inputs and distribute relevant data to internal teams for review
Deliver a complete, compliant, and formatted submission package for proposal delivery
Lead internal and external new program kickoff meetings to ensure seamless handoff from business development to delivery
Confirm that all contractual documents are fully executed and operational components (timekeeping, invoicing, reporting) are in place
Maintain relationships with clients to ensure satisfaction, retention, and strategic alignment
Partner with delivery, account, and program managers to monitor program health, resolve escalations, and identify areas for growth or scope expansion
Build and sustain trusted relationships with client-side program managers, CORs, and technical leads
Lead all follow-on business development efforts, including contract renewals, re-competes, and adjacent opportunity pursuits
Qualification
Required
7+ years of experience in federal business development, or account management within IT professional services, preferably staffing
Strong understanding of federal procurement processes and contract types
Proven ability to develop client relationships and lead pre-award activities through award, and fully qualifying post award opportunities
Excellent communication, organization, and project-management skills
Experience collaborating with recruiting, delivery, and operations teams in a fast-paced environment
Bachelor's degree in Business, Management, or related field (or equivalent experience)
