Responsibilities

Regularly travels to field locations to work directly alongside trainees and their assigned track gangs during OJT rotations. Provides hands-on instruction and coaching in real-world track inspection, maintenance, and construction environments
Conducts structured field evaluations of trainees and their mentors to assess skill development, leadership growth, and adherence to safety and operational standards. Provides timely feedback and coaching to trainees, mentors, and local leadership to reinforce learning objectives and to ensure safe and efficient work environments
Leads classroom and hands-on sessions that complement on-the-job training, focusing on workday simulation, leadership, safety, compliance, and technical competencies required for the Track Foreman role
Coordinates Track Foreman Training Program on-the-job-training scheduling and module rotation, including virtual check-ins and field evaluations of mentees and mentors to ensure performance and learning goals are being met and to ensure compliance with all published policies, standards and procedures
Act as principle point of contact for all OJT activities ensuring alignment between classroom instruction and field application. Supports trainees and qualified persons throughout program lifecycle
Participates in both day and night shift operations as dictated by the trainee’s current training module. Maintains flexible availability to ensure consistent support across all required shift schedules
Responsible for planning, scheduling, monitoring, and presenting performance objectives and documenting training records and participation using systems such as ALC, SPARTN, MAXIMO, or other Amtrak-approved platforms
Assists in the development, implementation, and ongoing refinement of on-the-job-training and classroom training materials. Ensures content remains current with regulatory standards, operational needs, and changing tools, materials, and technologies
Serves as a subject matter expert in the development, review, evaluation, and revision of track foreman training program for compliance with current statutory/regulatory requirements, documented practices, technology, operational needs, and other requirements
Proctors and administers regulatory qualification testing
Works with System Safety and System Track to ensure training programs align with relevant safety and compliance regulations

Required

Bachelor's Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree
6 years railroad work experience in the areas of track inspection, maintenance and construction
49 CFR Part 213.7 qualified
Demonstrated working knowledge of Amtrak standards (MW1000, Engineering Practices, NORAC, AMT-1, AMT-2) and Federal Railroad Administration (FRA) Track Safety Standards and OSHA
Excellent organizational skills with attention to detail and capable of working independently
Excellent verbal and written communication, organizational, collaborative, and relationship building skills
Demonstrated experience in railroad operation planning for inspection, construction, and maintenance
Demonstrated knowledge of maintenance, operational, and construction practices specific to the railroad industry. Thorough knowledge of applicable Federal, State and local rules and regulations
Demonstrated proficiency in 49 CFR 213
Demonstrated proficiency in RWP, AMT II, NORAC or GCOR in application to track foreman activities including track traveling, piloting railroad equipment, and organizing and providing on-track protection to individuals and work groups
Demonstrated proficiency in various Microsoft Office applications
Must be able to motivate others and drive for results

MW1000, RWP, AMT II, NORAC or GCOR Qualification
BMWE Track Foreman
Demonstrated ability to coach, mentor, and lead others
Experience with MAXIMO or similar track inspection program
Familiarity with Amtrak systems such as ALC, SPARTN, and MAXIMO
