Responsibilities
Serve as the lead investigator for cases alleging race, color, and/or national origin discrimination, sex-based discrimination, sex-based harassment, sexual assault, sexual misconduct, relationship (dating) violence, stalking, and retaliation/intimidation
Interview the impacted party, respondent, and relevant witnesses. Gather relevant evidence. Act as a neutral party through all aspects of investigation and ensure a prompt, fair, and neutral process for all parties. Advise impacted parties and respondents of their rights. Maintain a high level of confidentiality during all proceedings
Ensure well-documented compliance investigative processes. Maintain accurate and thorough records and notes of investigatory processes. Create comprehensive written investigative reports for the General Counsel that clearly identify the issues investigated, summarize the evidence, and make findings under district policy
Provide periodic, timely updates regarding the status of complaints received and investigations in progress to the General Counsel
Identify and address any systemic problems that impact Title VI, Title IX and Clery compliance. Work with other district stakeholders to ensure policies are communicated to all constituencies
Development and implementation of comprehensive training programs for students, faculty, and staff
Development, implementation and maintenance of a case management database to organize, manage, and track all incidents
Create and facilitate the delivery of training/presentations to the campus community regarding the districts nondiscrimination policies and identifying and integrating best practices into the complaint resolution process
Utilize electronic record keeping systems and produce reports using those systems
Manage multiple projects and competing priorities simultaneously, adjusting quickly to changes needed on a daily basis
Effectively communicate with all levels within the district and establish and maintain productive and effective, inclusive working relationships amongst diverse populations including staff, faculty, administration, students, and other internal and external constituents
Performs other related duties as assigned or requested. The District reserves the right to add or change duties at any time
Qualification
Required
Possession of a baccalaureate degree from an accredited university or college
Three (3) years of professional human resources experience in one or more of the following activities: Equal Employment Opportunity (EEO), employee and/or labor relations, or human resources operations; one (1) year of which must have been in performing work in the area of Equal Employment Opportunity
Additional experience as described above may be substituted for up to two (2) years of the required degree on a year-for-year basis
Thirty (30) semester units/forty-five (45) quarter units equal one (1) year
Possession of a Law degree or Master's degree in Public Administration/Public Policy, Personnel Administration, Human Resources Management, or Business Administration may be substituted for one (1) year of the required professional human resources experience, but may not substitute for the required one (1) year of Equal Employment Opportunity (EEO) experience
Preferred
Advanced knowledge of laws, regulations, California Education Code, and Title V requirements that pertain to students, faculty, staff, and others with respect to Title IX of the Education Amendments of 1972, Title VI, the Clery Act, the Campus Save Act, the Family Educational Rights & Privacy Act (FERPA) and the Violence Against Women Act, SB 493, harassment, and discrimination
Lived experiences of students from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities
A demonstrated interest and/or ability to work in a multicultural/multiethnic environment
Advanced presentation skills and proficiency in Microsoft Office Suite
Advanced written and verbal communication skills
Familiarity with California Education Code
Experience working in a community college or higher education setting

New employees hired on or after October 1, 2013, will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
