Sr. IT Program Manager
eTRANSERVICES is currently bidding on this position for a Senior IT Program Manager to lead the overall delivery and governance of a multiyear grants transformation portfolio. This role involves providing strategic and operational leadership over grants modernization initiatives and ensuring alignment across projects and vendors to achieve desired outcomes.
Responsibilities
Lead the overall business transformation program that includes current state assessment, transformation vision and roadmap, enterprise/data/AI architecture leadership, implementation and integration, and stakeholder engagement
Own the integrated master program plan, including crossproject dependencies, governance milestones, risk posture, and alignment to OG/DIS strategic objectives and OMB/DOGE mandates
Establish and run programlevel governance forums (steering committees, architecture review boards, release/PI planning) that bring together DIS directorates, OG leadership, and multiple vendors
Define and track programlevel KPIs, including OM cost reduction targets, automation and productivity gains, partner onboarding metrics, adoption and satisfaction measures, and AI/analytics outcomes
Oversee programwide risk, issue, and change management, including complex dependencies such as legacy system decommissioning, phased cutovers, and crossagency partner impacts
Coordinate and direct the work of project managers, senior consultants, technical directors, and architects to ensure consistent adherence to enterprise architecture, cybersecurity, and data/AI strategy standards
Ensure program compliance with federal IT policies, HHS strategies, Zero Trust principles, and responsible AI guidance while enabling innovation through proofsofconcept and pilots
Provide executivelevel reporting and briefings to OG/DIS leadership, summarizing progress, risks, decisions, tradeoffs, and funding implications across the portfolio
Serve as the primary contractor counterpart to the Government’s COR and key government program leads for all aspects of scope, performance, staffing, and key personnel under the task order
Qualification
Required
Bachelor's degree in information technology, computer science, engineering, business, or a related field; master's degree (e.g., MIS, MBA, public administration, or similar) strongly preferred for this level
10–12+ years of progressive responsibility in IT program/project management, including leading multiproject portfolios or large transformation initiatives in federal or similarly complex environments
Demonstrated experience managing programs that include enterprise architecture, cloud and data platforms, AI/analytics, and multisystem integration in a regulated or public sector setting
Strong financial and T&M delivery management skills, including budgeting, forecasting, labor mix optimization, and performance against ceiling price and CLIN structures
Proven ability to establish and operate effective governance structures, including steering committees, release/PI planning, and crossvendor coordination mechanisms
Excellent leadership, communication, and stakeholder management skills, with a track record of influencing senior executives and aligning diverse stakeholder groups around shared outcomes
Relevant certifications such as PgMP, PMP, and agile/SAFe credentials highly desirable, signaling mastery of both programlevel and agile delivery disciplines
Preferred
Experience with grants management or large federal financial assistance systems, or analogous missioncritical public sector systems
Familiarity with HHS or similar cabinetlevel departments, including IT governance processes, acquisition environments, and performance management expectations
Background working with AI/ML initiatives, data lakes, or analytics programs, particularly in contexts emphasizing transparency, oversight, and trustworthy AI
