Sr. IT Project Manager
eTRANSERVICES is currently bidding on this position for a Senior IT Project Manager. The role is responsible for end-to-end planning, execution, and oversight of IT modernization and business transformation projects that support the HHS Office of Grants and Division of Information Services, ensuring alignment with strategic objectives and modernization goals.
Responsibilities
Lead planning and execution of projects spanning current state assessment, modernization roadmap delivery, enterprise/data/AI architecture implementation, integration, and stakeholder engagement
Develop and manage integrated project plans, schedules, and dependencies across Grants.gov, GrantSolutions, TAGGS, and OneGrants Cloud, ensuring continuity of operations while modernization and consolidation activities proceed
Coordinate requirements, design reviews, and implementation milestones with enterprise architects, technical directors, and product leaders to ensure solutions are architecturally sound, secure, and aligned with target operating models
Oversee performance against cost, schedule, and quality baselines; track and report on OM cost-reduction targets, automation benefits, and key modernization KPIs to OG/DIS leadership
Manage risks, issues, and change control across modernization initiatives, including technical debt remediation, migration and cutover risks, and multivendor integration challenges
Ensure adherence to modern SDLC and quality practices (e.g., CI/CD standards, testing protocols, acceptance criteria) and support EPLC reviews and other governance checkpoints
Lead stakeholder engagement planning, including communications, fit-gap sessions, partner onboarding, and early experience validation to drive adoption and user satisfaction
Coordinate with government leadership, COR, and contracting staff on scope, priorities, and performance expectations, operating within the key personnel and inspection/acceptance provisions of the RFQ
Provide day-to-day leadership and direction to junior analysts, consultants, and technical teams, promoting consistent documentation quality, timeliness, and compliance with RFQ deliverable standards
Qualification
Required
Bachelor's degree in information technology, computer science, engineering, or a related field; advanced degree preferred for complex federal transformation programs
8–10+ years of progressive IT project or program management experience, including leading multistakeholder enterprise or cloud modernization efforts, preferably in federal or public sector environments
Demonstrated experience managing complex technical projects with multiple vendors and integrated systems, including planning, budgeting, risk management, and deliverable oversight
Strong understanding of enterprise IT concepts such as cloud architectures, data platforms, AI/ML-enabled services, cybersecurity, and integration patterns in regulated environments
Proficiency with project management and collaboration tools (e.g., MS Project or equivalent, Jira/Azure DevOps, SharePoint, productivity suites) supporting formal schedule, backlog, and risk/issue management
Excellent communication and stakeholder management skills, with proven ability to brief executives, facilitate cross-functional workshops, and document decisions, requirements, and implementation plans clearly
Relevant certifications strongly preferred (e.g., PMP, PgMP, Agile/Scrum, SAFe) reflecting mastery of both predictive and agile methods
Preferred
Experience with grants management, financial assistance, or similar large-scale public sector mission systems (e.g., Grants.gov-like platforms, financial reporting systems)
Prior work in environments emphasizing cost optimization, system consolidation, and automation, with measurable outcomes in OM cost reduction and productivity improvements
Familiarity with federal IT policies (e.g., OMB guidance, Zero Trust principles, Federal Data and AI strategies) and with T&M contract delivery and reporting expectations
