Responsibilities
Performs physical inspections of properties; inventories and appraises residential and rural for tax assessment purposes. Prepares appraisal reports, records and correspondence. Prepares and updates aerial photographs and field maps
Records information; computes market values and cost of reproduction; notes physical, functional or economic factors to establish fair and accurate values of real property. Maintains, updates, uses and protects current county records, special studies and historic data used in the performance of duties. Compiles and format raw data; schedules code grouping for input to a Computer Assisted Mass Appraisal software (CAMA). Describes and classifies property improvements using approved guidelines
Locates, investigates and confirms property sales; computes and establishes market value benchmarks, neighborhood adjustments, time trends and depreciation schedules
Inspects farms and forest properties; reviews income and properties for compliance with farm use guidelines and forest special assessment. Processes farm and forest applications; reviews and processes disqualifications and appeals. Conducts Farm Board meetings and studies; establishes and secures approval of farm values
Prepares and updates aerial photographs and field maps
Trains and provides work direction to new employees; informs and instructs staff in the principles and laws governing special assessments. Responds to public inquiries on property valuations, complaints, appeals and the appraisal process; explains policies and procedures
May represent the Jackson County Assessor’s office at the Board of Property Tax Appeals (BoPTA) and at Magistrate hearings
Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices
Develops and maintains effective internal and external working relationships at all levels
Has regular and reliable attendance. Overtime may be required
Qualification
Required
Associate's degree in property appraisal or a related field AND one year of related experience AND one year experience as a registered property appraiser
Any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job, which must include one year experience as a registered property appraiser
Requires possession of a valid driver's license and an acceptable driving record
Certified as a Registered Property Appraiser with the state of Oregon as provided in Oregon Revised Statute 308.010
Adhere to continuing education requirements as provided in Oregon Revised Statute 308.010 3(a)
Pass a criminal background check prior to hire
Submit an acceptable DMV certified court print prior to hire
Pass a pre-employment drug screen, which includes screening for Marijuana
