Responsibilities

Perform highly responsible administrative and technical project management for a diverse and dynamic portfolio of County initiatives, including vertical construction, maintenance and repair, information technology, environmental and conservation, landscaping, and other complex projects as assigned
Evaluate needs, define requirements, prepare preliminary designs or acquisition strategies, estimate costs, and develop competitive bid and contract documents
Plan, program, and scope vertical construction projects and determine the most effective delivery method based on project complexity, schedule demands, and risk
Lead both hard-bid and negotiated procurement processes, including developing Requests for Proposals, conducting pre-bid and pre-construction meetings, participating in contract negotiations, and supporting vendor selection and contract awards
Manage budgets and expenditures, track schedules, monitor progress, process purchase orders and invoices, and ensure full compliance with contract requirements
Facilitate project meetings and communication among internal business units, project teams, consultants, contractors, regulatory agencies, and other stakeholders
Resolve design and construction challenges, coordinate value engineering and constructability reviews, negotiate permit conditions when needed, and keep projects moving forward through proactive problem-solving and decisive action
Provide technical guidance and expert advice on applicable standards, regulations, and best practices—particularly in vertical construction—to consultants, engineers, County leadership, and the public
Design and manage minor improvement and maintenance projects; review plans and reports prepared by private consultants and contractors; conduct detailed evaluations of architectural and engineering documents to ensure constructability, compliance, and cross-discipline coordination
Develop and maintain a pipeline of potential projects, analyze and prioritize initiatives for maximum return on investment, and prepare progress reports for both internal and external audiences
Serve as a highly visible liaison, engaging with stakeholders, property owners, advisory committees, media representatives, and other government agencies to communicate project goals, progress, and outcomes
Support public awareness and education efforts, respond to inquiries, deliver presentations, and help develop press releases and public information materials
Assist with annual budget development and work program planning and may provide leadership over assigned staff, including training, development, performance management, and safety

Required

Bachelor's Degree
Three (3) years of experience in construction, I.T. or project management experience
Must maintain a valid driver's license
Strong foundation in departmental policies, procedures, and modern office practices
Thorough understanding of local government operations
Ability to analyze and interpret departmental functions and policies
Technical knowledge relevant to the area of assignment, including civil and/or solid waste engineering principles, construction techniques and practices, and environmental land acquisition and management
Familiarity with state and federal permitting processes, design and construction specifications, and applicable code requirements
Strong quantitative, analytical, and research skills
Ability to perform technical calculations, evaluate alternatives, prioritize competing demands, and consistently meet deadlines and objectives
Excellent written and oral communication skills, including public speaking
Ability to develop effective proposals, prepare clear reports, and maintain accurate records
Proficiency with standard office and project-related technologies, including Microsoft Word, Excel, PowerPoint, databases, project management tools, CADD applications as required, and other job-related software
Ability to effectively use office equipment
Ability to determine project requirements, develop designs and cost estimates, review consultant-submitted plans and specifications for accuracy and constructability
Ability to apply practical field experience to deliver cost-effective solutions that meet County needs
Strong judgment, discretion, and problem-solving skills
Ability to assess and improve processes
Ability to provide guidance and customer assistance through all forms of communication
Ability to perform light manual labor under varying conditions when required
Ability to establish and maintain effective working relationships with managers, service providers, employees, and the public
