Responsibilities

Serve as the primary liaison between DEHE operations, construction operations, property management and other organizational units, ensuring effective communication and collaboration
Represent the organization in interactions with external partners, regulatory agencies, and the community, effectively communicating operational strategies and outcomes
Prepare and deliver presentations to executive leadership, board committees, and other stakeholders on facilities and engineering matters
Communicating regularly with the ANTHC COO to ensure they have the necessary information to fulfill fiduciary duties and other responsibilities
Providing timely updates regarding operational and financial matters relevant to DEHE and corporate construction plans
Direct construction projects from planning through completion and operational transition, ensuring projects are led with a commitment to complete on time, within budget, and in compliance with all relevant codes and standards
Advising the ANTHC COO of DEHE and corporate construction resources, activities, potential threats, opportunities, and recommended actions
Assisting in developing and implementing the organization’s strategic plan initiatives and measures related to the delivery of projects and services to DEHE, corporate construction and the Alaska Tribes and Tribal communities
Developing and maintaining effective relationships with construction and property industry partners
Building and managing positive collaborative relationships with members of the Alaska Tribal Health System and other key stakeholders
Developing an effective organizational structure, assigning clear responsibilities, promoting communication and coordination to foster success, collaboration, and an environment of accountability
Ensuring DEHE and corporate construction has effective leadership and management teams
Ensuring an effective development and succession plan is in place that promotes Tribal self-governance by supporting the development of Alaska Native/American Indian for key management, executive, and leadership positions
Ensuring workforce recruiting and management strategies and compensation systems are appropriate to attract and retain the required workforce to execute the strategic and annual operating plans
Establishing and maintaining adequate infrastructure and effective control mechanisms for operations to ensure integrity of internal controls and management information systems
Designing and implementing appropriate systems and controls to identify and manage the principal business, financial, compliance, safety, reputation, and other significant change opportunities and risks facing DEHE
Providing appropriate oversight over program development, setting program goals and objectives, and evaluating the quality, effectiveness, and efficiency of program activities to promote excellence
Ensuring DEHE and corporate construction assets are safeguarded and responsibly allocated to optimize ANTHC’s ability to accomplish its mission, vision, and strategic and operational plans and objectives, consistent with ANTHC’s values
Ensuring that DEHE and corporate construction leaders and managers foster a corporate culture that promotes ethical practices, integrity, and accountability
Ensuring that all DEHE operations and activities are conducted in compliance with applicable laws, regulations, governing documents, Board-approved policies, ethical standards, and sound business practices
Developing Annual Operating Plan, including business plans, operational requirements, organizational structure, staffing, financial and budget requirements, internal controls, and management information systems that support Strategic Plan for Board review and approval
Implementing the Annual Operating Plan and directing and monitoring the activities and resources of DEHE and corporate construction consistent with the strategic direction, financial limits, and operating objectives approved by the Board
Performs other duties as assigned

Required

Master's degree in engineering, or public administration. An equivalent combination of relevant education and/or training may be substituted for experience
Non-supervisory - Fifteen (15) years of management experience responsible for large scale program and project operations. An equivalent combination of relevant education and/or training may be substituted for experience
Supervisory - 10 years involving employee supervision

Preferred

Master's degree preferred in a relevant field (such as engineering, civil engineering, health care administration, construction management or business administration) and extensive management and supervisory experience, including at least ten (10) years' experience in an executive/management level position of a construction company, or substantially similar combination of education and experience
Demonstrable expertise in project development and strategic planning
Knowledge of construction policy and legal/regulatory requirements
Strong administrative and financial management skills, with a proven record of operational experience and accomplishments
Excellent communication skills
Effective leadership skills, with a strong focus on mentoring and motivating a team of professionals
High level of integrity, confidentially, and accountability
Experience working or living in Alaska
Positive working relationship with Alaska regional Tribal health organizations
Ten (10 years) previous experience in the engineering and construction industry
A clear and solid understanding of tribal and rural health issues
