Routing & Siting Project Manager
ESPO Corporation is seeking an experienced Routing & Siting Project Manager to lead transmission line routing studies and environmental assessments for major utility and infrastructure projects. The role involves managing electric transmission routing and siting projects, preparing environmental impact analyses, and supporting business development efforts.

Responsibilities
Manage and lead the execution of electric transmission routing and siting projects
Serve as a subject matter expert and technical lead/author on routing studies, siting evaluations, environmental studies, and regulatory documentation
Manage and prepare routing studies and evaluations for state regulatory filings
Prepare environmental impact analyses, NEPA documentation, and technical reports for projects across multiple markets
Oversee land use planning activities, including pre-application meetings, jurisdictional coordination, public outreach materials, and land use permit submittals
Lead and mentor junior environmental and technical staff; provide team direction and project guidance
Collaborate with clients, resource agencies, and internal technical teams to produce environmental documents and supporting technical studies
Develop proposals, cost estimates, scopes of work, and strategic project plans
Support and grow client relationships; contribute to business development efforts
Manage environmental permit applications and analyze environmental data for transmission, renewables, generation, and gas infrastructure projects
Qualification
Required
B.S. or M.S. in Environmental Science, Environmental Studies, Land Use/Urban Planning, Natural or Cultural Resource Management, or related field
Minimum 7 years of professional experience in routing/siting studies, NEPA compliance, environmental permitting, CPCN documentation, or energy facility siting/licensing
Proven experience leading project teams, managing budgets/schedules, and supporting business development initiatives
Strong experience preparing zoning, environmental, and regulatory permitting documents
Exceptional written and verbal communication skills, with the ability to interact effectively with government officials, property owners, agency representatives, clients, and contractors
Strong time management skills with the ability to manage multiple concurrent tasks and meet tight deadlines
Excellent analytical, report writing, and problem-solving abilities
Ability to travel up to 20% as needed
Preferred
Familiarity with regulatory agencies and resource requirements in Ohio, Indiana, Kentucky, or other PJM states
