IAP2 USA is looking to fill a Senior Cap-and-Invest Market Monitor position within the Climate Pollution Reduction Program. This role involves ensuring the transparency and integrity of Washington’s cap-and-invest market through monitoring, assessment, and collaboration with various stakeholders to support emissions reduction policies.

Civic & Social Organization

Responsibilities

Support the long-term performance of Washington’s cap-and-invest program by monitoring auctions and trading in allowance and related markets
Assess the market’s health with regard to Washington’s decarbonization commitments and provide input for policy discussions
Investigate potential rule violations and support enforcement actions to maintain market integrity
Collaborate with Ecology staff, State agencies, and other jurisdictions to understand emissions allowance, energy, and financial markets
Become a subject matter expert on cap-and-invest market behavior and serve as a resource to the CCA Implementation Group

Subject matter expertise on cap-and-invest market behavior
Creative and strategic decision-making skills for implementation of emissions-reduction programs
