Water Resources Project Manager

Responsibilities
Lead environmental planning and permitting efforts for complex transportation and infrastructure projects, ensuring integration of water resource considerations
Interpret and apply local, state, and federal environmental regulations to ensure compliance throughout project lifecycles
Advise and support municipalities in the development and implementation of environmental policies, technical standards, design manuals, and procedural guidelines
Oversee quality assurance and control for technical deliverables, including engineering reports, permit applications, and design documentation
Develop and manage scopes of services, budgets, invoicing, and financial forecasting for water resource and environmental projects
Provide technical mentorship, training, and performance oversight for junior and mid-level engineering staff
Lead client engagement and business development initiatives, including proposal preparation, relationship management, and strategic growth planning
Qualification
Required
Bachelor's degree or higher in Civil, Environmental, or Biosystems Engineering, or a closely related discipline
Licensed Professional Engineer (P.E.) in Tennessee, or ability to obtain licensure within a reasonable timeframe
Minimum of 10 years of experience in environmental compliance, permitting, and water resource engineering
Strong command of environmental regulations, including Clean Water Act, and state-specific permitting frameworks, with the ability to interpret and apply them to complex project scenarios including prior project experience on transportation/infrastructure projects
Established professional presence within Tennessee's public sector, demonstrated through sustained relationships with regulatory agencies, municipal governments, and county authorities
Proven leadership in mentoring and developing junior staff, with the ability to provide technical guidance and constructive performance feedback
Preferred
Exceptional project management skills with a deep understanding of task delegation, scheduling, budgeting, and resource optimization to ensure efficient project execution
Proven ability to manage staff utilization and allocate resources strategically to deliver high-quality, client-focused service
Strong verbal and written communication skills, with the ability to convey technical concepts clearly across various platforms including phone, email, formal reports, and in-person meetings
Collaborative mindset with the ability to contribute to and lead multidisciplinary teams, while engaging in both creative problem-solving and critical analysis
