Senior Cap-and-Invest Market Monitor (Financial Examiner 4) (In-Training)
IAP2 USA is looking to fill a Senior Cap-and-Invest Market Monitor position within the Climate Pollution Reduction Program. The role involves monitoring the cap-and-invest program's market to ensure transparency and integrity, assessing market health, and collaborating with various stakeholders to support emissions reduction initiatives.

Responsibilities
Support the long-term performance of Washington’s cap-and-invest program by monitoring auctions and trading in allowance and other related markets
Assess the market’s health with an eye towards Washington’s statutory commitments to decarbonization
Provide input for policy discussions on an ad-hoc basis
Investigate potential rule violations and support follow-up enforcement actions if needed
Cultivate a deep understanding of the nexus between emissions allowance, energy, and financial markets
Become a subject matter expert on cap-and-invest market behavior and serve as a resource to the Cap-and-Invest Group
Qualification
Required
Finance and/or econometric skillset
Ability to assess market health with respect to statutory commitments to decarbonization
Experience in monitoring auctions and trading in allowance and related markets
Ability to investigate potential rule violations
Collaboration skills with Ecology staff, State agencies, and other cap-and-invest jurisdictions
Ability to cultivate a deep understanding of the nexus between emissions allowance, energy, and financial markets
Ability to serve as a subject matter expert on cap-and-invest market behavior
