Chief Program Manager
The DC Department of Human Resources is seeking a Chief Program Manager for the Department of Youth Rehabilitation Services. Responsibilities
The Chief Program Manager supervises staff in the Community Programming division
Leads, supports, and encourages staff in positive youth development
Serves as the leading role model for both staff and youth by exemplifying positive communication, collaboration, peaceful conflict resolution, ethical conduct and self-control
Determines program goals and develops plans for the organization independently or jointly with management officials to identify and develop specific program requirements consistent with the philosophy of DYRS following best practices
Plans new and modifies existing programs, policies and procedures as required and in consultation with the supervisor and recommends the adoption of those considered useful for program development and improvement
The Incumbent develops, plans, implements, integrates and coordinates programs and activities that build upon the strengths of youth assigned to residential facilities
Follows best practices in providing a safe humane environment aimed at (1) providing safe care and custody to the youth in out-of-home residential placements; (2) creating and maintaining an environment for youth and staff that is free of fear, trauma, intimidation and advise; (3) Identifying youth individual strengths and needs; (4) providing appropriate services and diverse programs that accentuate those strengths and address the youths' identified needs; (5) providing youth with positive, supportive role models who seek to enhance the youths' self-worth and strengths

Required
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled
To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression
