Human Resource Analyst 3

NEOGOV is seeking a Human Resource Analyst 3 for the Department of Transportation's Employee Relations and Workforce Support Division. The role involves investigating employee misconduct, handling grievances, and providing interpretations of collective bargaining agreements while fostering relationships with unions to resolve issues.

Responsibilities

Investigating allegations of employee misconduct
Reviewing, investigating, and responding to grievances
Providing appropriate interpretation to supervisory or managerial personnel on the meaning and method of implementation of collective bargaining agreement provisions
Developing and fostering working relationships with the Unions representing agency employees
Corresponding with the Unions on a regular basis to successfully resolve and/or settle contractual and/or disciplinary matters
Participating in and conducting labor/management and statewide meet and discuss meetings with union representatives
Acting as a liaison with other programs regarding issues with labor-management implications
Conducting fact-finding investigations and recommending resolutions of arrests, charges, and convictions of employees

Required

One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Three years of analytical experience that includes two years of professional human resource experience, and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
