Chief Program Officer
The National Harm Reduction Coalition is a leading organization focused on harm reduction efforts in the United States. Responsibilities
Lead the design and implementation of programs aligned with NHRC’s strategic priorities and values
Establish and monitor annual program goals and outcomes, moving measurement from outputs to outcomes
Oversee the coordination and delivery of all NHRC programs, ensuring consistency and quality across initiatives
Foster an inclusive, high-performance culture that centers equity and accountability
Partner with program directors to create evaluation systems and use data to inform continuous improvement
Stay abreast of policy, funding, and sector developments to anticipate opportunities and risks
Collaborate with Finance to budget and monitor operations, ensuring resources are allocated effectively
Deploy staff and resources efficiently to balance workloads and meet deliverables
Supervise and coach Capacity Building Directors, building their managerial skills and leadership capacity
Provide strategic guidance and mentorship to program managers, ensuring accountability and professional growth
Oversee the lifecycle of grants and contracts with Finance, including administration, deliverables, compliance, and reporting
Establish clear staff goals, accountability systems, and simple performance rhythms that build consistency
Partner with HR and Operations to expand professional development opportunities for program staff
Contribute to the creation of organizational policies, procedures, and protocols related to programs
Develop and sustain relationships with grassroots organizations, funders, policymakers, and public health agencies
Collaborate with Development and Finance to oversee grant proposals, budgets, and reporting requirements
Build funder confidence by ensuring timely, accurate, and compelling reports that demonstrate impact
Represent NHRC at national conferences, on panels, and in media as a credible voice for harm reduction
Evaluate new program and fee-for-service opportunities against organizational capacity and mission alignment
Partner with the Executive Director, CFO, and HR/Operations lead to guide organizational strategy and service delivery
Act as a thought partner to the Board of Directors, contributing to committee work and strategic discussions
Support organization-wide learning, staff development, and culture-building initiatives
Model an equity-focused environment, ensuring diversity and authentic inclusion are embedded in NHRC’s work
Qualification
Required
10 years of nonprofit program leadership, with at least five (7) years in senior management roles
Direct experience overseeing multi-million-dollar budgets (> $5M) and managing complex, multi-year government and foundation grants
Proven success designing, scaling, and evaluating national programs with measurable outcomes
Demonstrated ability to lead and grow teams of 15 or more, including senior managers and directors across dispersed, remote settings
Track record of building accountability systems, coaching managers, and creating collaborative team culture
Calm, transparent, and practical leader who sets clear goals and follows through
Servant-minded approach that balances empathy with accountability
Strong communicator who can translate program and budget realities for staff, partners, funders, and board members
Politically astute, able to navigate government contracts and foundation requirements while protecting organizational mission
Deep alignment with harm reduction values, equity, and community leadership
Ability to represent NHRC credibly with grassroots
Preferred
Preference for candidates with lived or living experience related to substance use, housing instability, or health inequities
