Administrative Branch Manager

Commonwealth of Kentucky is seeking an Administrative Branch Manager for the Department of Workplace Standards. This role involves managing overall operations of the administrative branch, overseeing compliance programs, and developing policy changes in response to legal updates.

Responsibilities

Manages the overall operations of the branch; monitors and approves overtime and leave; evaluates employee performance, recommends personnel actions as appropriate, counsels employees on work-related problems, reviews recommended disciplinary actions, and forwards to the director as warranted
Oversees and administers the online penalty payment system and tracks inspection casefiles in the OSHA Express database system, and monitors formal and informal settlement agreements for completion
Oversees and administers the call ring poll operation
Serves as needed in the ring pool operation, providing answers to employers, complainants, and the general public
Works with staff to update case file statuses
Assigns and monitors the division's primary tasks: open records requests, notices of contest, payment processing in OSHA Express or related audit, sheriff's deliveries, abatements and dunning, and purchase requests
Serves as a backup for all other permissible activities
Monitors the compliance program, ensuring functionality for complaints to be submitted by the general public against employers
Works closely with the program coordinator to ensure cases are closed within deadline periods
Develops and recommends policy and procedural changes for the branch in response to OSHA Express, Federal, and State law changes
Interprets law changes, informs employees, and ensures compliance with new changes
Performs other duties as assigned

Required

Graduate of a college or university with a bachelor's degree
Five years of professional administrative experience
A master's degree in public or business administration or a related field will substitute for one year of the required experience
Additional administrative, business or research experience will substitute for the required education on a year-for-year basis
