TWDB - 26-35: INTERNAL ONLY - Director of Debt & Portfolio Management (Director III)
The Texas Water Development Board (TWDB) is dedicated to ensuring a secure water future for Texas. They are seeking a Director of Debt & Portfolio Management to oversee the daily operations of the Debt and Portfolio Management Division, manage a multibillion-dollar portfolio, and coordinate activities related to the issuance of debt and financial assistance programs.
Government Administration
Responsibilities
Manages all aspects of debt portfolio reporting and analysis
Develops, analyzes, and implements techniques for evaluating program activities, systems, procedures, and/or business functions within a department or division
Identifies need for change
Oversees the issuance of debt service instructions
Oversees the completion of quarterly cash flows
Calculates program capacity
Ensures debt activity follows best practices and is consistent with federal and state guidance
Maintains the integrity of debt records
Coordinates activities to ensure effective management of programs and use of resources
Ensures arbitrage analysis is completed timely and accurately
Monitors and reviews legislative actions relating to financing activities to ensure compliance
Ensures compliance with State Comptroller guidance
Provides guidance to staff regarding policies, procedures, assignments, and automated systems
Sets goals, objectives, priorities, and timelines for each of the functional units
Provides effective leadership and management of the Debt & Portfolio Management Division
Manages all project activities within the Debt & Portfolio Management Division and provides technical direction and guidance
Monitors and reports the Debt & Portfolio Management Division work activities
Authorizes the Debt & Portfolio Management Division hiring, separations, disciplinary actions, and employee performance rewards
Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals
Evaluates the Debt & Portfolio Management Division performance and recommends and leads improvements
Supports the Debt & Portfolio Management Division administrative requirements related to organization, budget, and personnel
Ensures the provision of quality customer service from the Debt & Portfolio Management Division, and the Finance Office, to both internal and external stakeholders
Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed
Maintains confidential and sensitive information
Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses
May be required to operate a state or personal vehicle for business purposes
Performs other duties as assigned
Qualification
Required
Graduation from a four-year college or university with a bachelor's degree in Finance, Business Administration, Economics, or a related field
Nine years of relevant work experience with municipal debt or municipal debt processes
Five years of relevant work experience in a leadership role including team lead, manager, or director
Currently employed by the Texas Water Development Board
Relevant education and experience can be substituted for each other on a year-for-year basis
Preferred
Previous experience in Finance, Business Administration or Economics
Previous experience with managing, issuing, or buying municipal debt
Previous experience working with municipal bond ratings or with rating agencies
Previous experience working with public finance professionals such as underwriters and financial advisors
