Scrum Master (Internal Resident Services Admin applicants only)
Hennepin County is seeking a Scrum Master for their Resident Services IT department, focused on building and maintaining custom solutions within the property tax ecosystem. The Scrum Master will ensure Scrum principles are effectively followed, foster collaboration, and support continuous improvement within the software development teams.

Responsibilities
Use a service leadership philosophy to guide and coach the Scrum team on how to use Agile practices and principles to deliver high quality products and services to our customers; support the product owner and provide education
Motivate the team to a high performing level by recognizing areas of strength and improvement; employ appropriate coaching and development techniques
Facilitate and support all Scrum events: sprint planning, daily Scrum, sprint review, and sprint retrospective
Coach the Scrum team in self-organization, cross-functional skillset, domain knowledge, and effective communication, both internally and externally
Resolve team impediments with other Scrum Masters to increase the effectiveness of the application of Scrum in the organization
Qualification
Required
Seven years or more of IT experience
Project Management Professional (PMP) certification and five years or more of experience managing technology projects
Approved Hennepin County IT internship and five years or more of IT experience
Completion of five college/vocational technology courses and five years or more of IT experience
Associate degree in one of the fields below or approved certification in an IT program and five years or more of experience managing technology projects
Bachelor's degree or higher in business administration, management information systems (MIS), or an approved related field and three years or more of experience managing technology projects
Preferred
Working professionally as a Scrum Master
With facilitation, business analysis, and gathering Agile requirements
Crafting a variety of work products such as team agreements, establishing and tracking metrics for a healthy team cadence and environment, project definitions, user stories, risk assessments, and recommendations
Conducting software testing with ability to establish processes as well as lead system and acceptance testing efforts
Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe Scrum Master (SSM), Advanced Certified ScrumMaster (A-CSM), Certified SAFe Advanced Scrum Master (SASM)
Knowledge of Agile methodologies and frameworks in addition to Scrum: Extreme Programming (XP), Test Driven Development, Pair Programming, Kanban, Scrumban, and/or DevOps
Ability to work with and lead a team
Communicate effectively to development team members, business customers, and IT leadership
Analyze and think quickly for conflict resolution
Adapt to a quickly changing environment based on business cycles
Use interpersonal, coaching, and mentoring skills
Self-motivate and stay focused in the middle of distraction
