Human Resources Administrator - Learning, Engagement and Development
The City of Hollywood, Florida is seeking a Human Resources Administrator for Learning, Engagement and Development. Responsibilities
Designs, participates and facilitates trainings, activities, and processes to bring about desired strategic plan goals and initiatives; assesses training needs and follows up as necessary
Plans, coordinates, and implements a variety of employee on-boarding and offboarding education, training, succession management and leadership development programs
Creates and maintains a learning ladder program to enhance employee promotional opportunities, succession, and development
Coordinates all activities related to the City-wide performance evaluation/management systems including performance criteria, system development and updates, goal management, and training
Develops needs assessment survey tools to determine specific employee development and training needs; evaluates potential training resources both internally and externally; makes recommendations as needed for successful employee promotion and advancement and follows up accordingly
Develops, conducts, monitors, and implements a variety of employee development, supervision, leadership and general training and advancement programs; prepares and presents and evaluates internal and external training programs
Trains and supports various City Office and Department personnel on the use and best practices of Oracle Learning Management and Goal Management systems; serves as the City’s “Super-User” and works closely with IT and our managed care service providers to ensure technological effectiveness
Researches, develops, implements, monitors and evaluates in person, brown bag lunch and learns, and/or web based interactive employee training in topics that include but are not limited to: employee onboarding and orientation, leadership challenges and supervision, visioning, benchmarking best practices and process analysis, creating and sustaining a supportive environment, building accountability, communication skills, team building, customer service, civility in the workplace, coaching and counseling, organizational behavior, strategic management decision-making, leadership and management excellence, conflict resolution, anger and stress management, progressive discipline, disciplinary action, performance appraisals, substance abuse, harassment prevention, embracing diversity, equity, inclusion and belonging, ethics and values, computers and technology, multiple generations, English as a second language, literacy, and safety
Provides technical assistance to supervisors, managers, and administrators to meet the development and training goals and requirements of the City’s Offices and Departments
Develops and coordinates programs to promote employee participation and morale, including "Take Our Daughter and Sons to Work" Day, Public Service Recognition Week activities, Service Awards, and Diamond Service Awards, and various other employee engagement and fundraising activities etc
Develops and coordinates programs to promote civic engagement such as fundraising for Breast Cancer Awareness Month and other fundraising initiatives, fundraising during Public Service Recognition week, partnering with school boards on various programs, developing and coordinating the city volunteer program to ensure departments and offices have functional and adequate volunteers to support the City throughout the year
Serves as a strategic partner with our benefits, safety, labor, and workers compensation divisions to coordinate and promote effective programs to educate, prepare and staff our various offices and departments with skilled and engaged workers
Coordinates employee development and training programs to meet technological, program changes, or other department goals and City-wide strategic initiatives
Prepares and monitors the budget for the learning, engagement, and development divisions
Performs related work as required
Qualification
Required
Bachelor's Degree from an accredited college or university with major coursework in Human Resources Management, business or public administration, education, or related field, supplemented by five (5) years of professional level experience in organizational development, training, learning and development, human resources, or related field
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Preferred
Master's Degree from an accredited college or university with major coursework in Human Resources Management, higher education, business, public administration, or related field
