Training & Development Project/Program Manager III (Term Limited Temporary)

NEOGOV is seeking a Training and Development Manager for the King County Prosecuting Attorney's Office. This role involves the design, implementation, and oversight of training programs that promote employee growth and operational excellence, while collaborating with leadership and external partners to ensure effective learning experiences.

Responsibilities

Conduct organization-wide training needs assessments including listening sessions to identify skill gaps and opportunities for development across the Criminal and Juvenile divisions
Design and implement a standardized training framework that aligns with statutory victim rights, trauma informed best practices, departmental goals and employee development needs
Develop and maintain training protocols, workflows, and tools to ensure consistent delivery across unit/sections and divisions
Define and document training roles and responsibilities, including performance expectations and success metrics
Establish a feedback loop to gather insights from staff, leadership, and stakeholders to continuously improve training programs
Facilitate the development and delivery of training programs using a variety of modalities (e.g., in-person, virtual, e-learning)
Implement systems for tracking training participation, progress, and outcomes
Develop and enforce documentation standards for training sessions, including objectives, content, delivery methods, and evaluation results
Maintain regular communication with employees and supervisors to support engagement and reinforce learning goals
Ensure training and evaluation programs are victim-centered, trauma-informed, culturally responsive, accessible to all staff, and mitigate re-traumatization risks
Use evaluation findings to improve workflow, documentation standards, and use of technology (e.g., Victim Portal, Case Management System)
Support the implementation of new processes, technologies, and reporting systems by developing corresponding training and guidance materials
Collaborate with the Director of Victim Services and the Victim Services Project/Program Manager to integrate training content into broader victim services initiatives
Partner with the PAO Data Analytics team to evaluate training effectiveness and support data-driven decision-making
Coordinate with internal departments and external partners to align training efforts with organizational priorities
Build and maintain relationships with training vendors, consultants, subject matter experts, and community-based organizations to enhance program offerings
Maintain strong working relationships with internal and external partners, including community-based victim advocacy organizations, system partners, and multidisciplinary teams
Lead internal working groups or committees focused on professional development, training strategy, curriculum development, and continuous improvement

Required

Experience in instructional design, adult learning theory, and training evaluation methodologies
Ability to build trust and collaborate effectively with diverse teams, leadership, and external partners
Proficiency in Learning Management Systems (LMS), e-learning tools, and digital training platforms
Strong analytical and problem-solving skills, with the ability to use data to inform training strategies
Knowledge of organizational development, change management, and employee engagement are best practices
Ability to adapt to evolving organizational needs and leverage technology to enhance learning
Reliable attendance and ability to travel throughout King County as needed
