The Arizona Department of Economic Security is committed to strengthening individuals, families, and communities in Arizona. They are seeking a Contracts Management Specialist 3 to conduct research, evaluate contractor compliance, and develop contract-related documentation for the Division of Developmental Disabilities.

Responsibilities

Conducts extensive research into federal & state laws, regulations, policies and procedures, contract requirements; reads, studies & interprets federal and state laws, regulations, policies and procedures related to administration of Division contracts. Provides clarification and citations for contract violations, resolves problems, and makes decisions based on contract requirements, by following DDD policy, and input from management
Evaluates responses submitted by contractors to the Division and assesses compliance with contract requirements. Creates documents that interpret, explain, and enforce the requirements for contracting with the Division of Developmental Disabilities (DDD)
Gathers, receives, and tracks documents and information required in the process of confirming contract compliance or contract action; conducts & confirms background checks; inputs data; improve processes and procedures related to contracts. Develops manuals related to contract compliance and administration; trains DDD and contractor personnel on contract-related topics

Required

Knowledge of state laws/statutes, including Title 36 of Arizona Revised Statutes and Title 6, Chapter 6 of the Arizona Administrative Code
Knowledge of policies and procedures for the Arizona Department Economic Security (ADES)/Division of Developmental Disabilities (DDD)
Knowledge of Title XIX, Arizona Health Care Cost Containment System (AHCCCS)
Skills in concept design, planning, development and maintenance of documents, forms and service specifications
Skills in interpersonal relations applied to communications between DDD and other organization personnel, agencies and services providers
Skills in negotiation, problem resolution, decision making, listening, logical and creative reasoning
Ability to work independently and collectively with colleagues and team members
Ability to multi-task, prioritize, and organize large quantities of work
Ability to be detail oriented, highly accurate and a critical thinker
Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions
All newly hired State employees are subject to and must successfully complete the Electronic Employment /Eligibility Verification Program (E-Verify)

Preferred

At least 2 years work experience in human services, public administration, legal research, or related field with an emphasis on contracting for human services
Full proficiency in Google Workspace and experience with databases is highly desirable
Experience negotiating and interpreting various contracting concepts is preferred as well as project management, research, and analysis
