OADRC Program Manager
Texas Health and Human Services Commission (HHSC) is seeking a highly qualified candidate for the position of OADRC Program Manager. This role involves senior-level program management to support Texas’s 28 Aging and Disability Resource Centers (ADRCs) and requires overseeing operations, policies, and strategic direction of the OADRC’s program, policy, and grants functions.

Responsibilities
Provides advanced managerial direction and oversight for the OADRC program, policy, and grants functions, exercising delegated authority over planning, staffing, and operations
Establishes strategic priorities, long-range goals, and performance expectations to support statewide service delivery
Directs and evaluates professional staff and supervisors, assigns and reviews complex work products, and ensures alignment with agency objectives
Provides managerial oversight of program staff reviewing and approving invoices and expenditures to ensure fiscal integrity, accountability, and alignment with grant requirements and approved budgets
Collaborates with contracts and finance management staff to address financial issues, trends, and risks identified during these reviews
The position is responsible for workforce planning, staff selection, training, coaching, and performance management, as well as overseeing human resources functions for direct reports
Leads the planning, organization, monitoring, and reporting of multifaceted initiatives and ensures the quality and accuracy of high-level reports, analyses, policies, correspondence, and presentations provided to agency leadership and external stakeholders
Directs the development, implementation, and evaluation of program rules, policies, procedures, and operational guidance governing ADRC services
Oversees the preparation and submission of complex grant applications, budgets, performance measures, and mandatory reports, ensuring compliance with state and federal requirements
Evaluates the effectiveness, efficiency, and outcomes of policies, grants, and program operations, identifies systemic issues or risks, and recommends programmatic and policy changes to leadership to improve service delivery and program performance
Ensures statewide compliance with governing statutes, grant conditions, and HHSC policies through oversight, monitoring, and, as needed, corrective action
Oversees the use, integrity, and analysis of program data to monitor service trends, performance outcomes, and emerging needs across service areas
Provides advanced consultative services and technical assistance to ADRC contractors, local partners, and internal staff, serving as an authoritative resource on complex policy and programmatic issues
Interprets and applies regulations and program standards, advises leadership on compliance risks, and supports consistent implementation across regions
This position is also responsible for providing oversight and staffing of the programmatic help desk, external program public mailbox, and the statewide rollover line
Leads and contributes to strategic planning efforts and high-visibility special projects impacting ADRC operations and service delivery
Utilizes quantitative and qualitative data to identify risks, gaps, and opportunities for improvement, and ensures data is translated into actionable insights for leadership, policy development, program planning, and legislative or executive reporting
Identifies opportunities for innovation, process improvement, and systems alignment, and directs the development and implementation of improvement initiatives
Establishes work plans, milestones, and performance indicators; monitors progress; evaluates outcomes; and communicates findings and recommendations to executive leadership and key stakeholders
Represents OADRC at the state level in meetings, interagency workgroups, and stakeholder forums
Responds to legislative, executive, and senior management inquiries by preparing complex briefings, analyses, reports, and supporting documentation
Coordinates cross-divisional and external collaborations to advance program goals, support policy initiatives, and ensure consistent communication with partners and decision-makers
Performs other related managerial and programmatic duties as assigned to support agency priorities, statewide initiatives, and the mission of HHSC
Qualification
Required
Graduation from an accredited four‑year college or university is preferred (four years of relevant work experience may substitute)
Four years of full‑time professional experience in the health and human services field
Three years of supervisory experience overseeing professional‑level staff
Two years of experience in policy development and/or program management
Knowledge of long-term services and supports programs, aging and disability services, and related regulations
Knowledge of Texas legislative processes, rulemaking, and state government operations
Knowledge of program planning, grant management, budgeting, and performance measurement
Skill in leading and managing teams, including performance management and staff development
Skill in strategic planning and project management
Skill in grant administration, policy analysis, and translating complex information
Skill in communication, public speaking, and preparing technical documents
Skill in managing multiple priorities and meeting deadlines
Ability to use independent judgment and make decisions within broad guidelines
Ability to oversee multiple programs and high‑priority initiatives simultaneously
Ability to evaluate program performance and implement improvements
Ability to build partnerships, collaborate, negotiate, and communicate effectively
Ability to supervise, mentor, and develop staff in a fast‑paced environment
Preferred
Experience with the Older Americans Act or No Wrong Door programs preferred
