Coordinator for the Division of Tenant & Owner Resources

The NYC Department of Housing Preservation and Development (HPD) is the largest municipal housing preservation and development agency in the nation, dedicated to promoting quality and affordability in housing. The Coordinator for the Division of Tenant & Owner Resources supervises court liaisons, ensures compliance with housing subsidy regulations, and communicates with various stakeholders to provide accurate information regarding rental subsidy programs.

Responsibilities

Be able to work independently and manage own workload
Train, manage and ensure that staff is complying with HPD rent subsidy administrative plans and policies, and federal regulation and policies
Responsible for public communication, ensuring that accurate information is relayed to owners of property, tenants, attorneys, advocates and public as well as community leaders and other governmental entities
Supervise staff, approve timesheets, perform periodic performance appraisals, provide ongoing feedback as review and approve disciplinary actions against staff in accordance with HPD’s established policies and procedures
Provide guidance to staff reviewing cases using knowledge of the HPD rental subsidy programs’ tasks including, but not limited to application screenings, eligibility determinations, preparation of Housing Assistance Payment (HAP) contracts, client briefings, rent calculations, filed preparation, annual and interim reexaminations, and client transfers
Analyze complex case and concisely in writing, document the case history, and determine if the HPD rent subsidy program procedures were adhered to and be able to communicate findings
Review various types of legal and financial documents
Work on special projects and initiatives as determined by management
Assist with document transfers and verification of information in documents prepared for NY Supreme Court
Conduct conferences with tenants and advocates for cases that HPD settled pursuant to litigation
Work with the senior management team to implement and maintain best practice operations
Attend meetings, conferences and trainings as required
May represent the Division at community events and workshops
May be required to work evenings and weekends

Required

A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above

Preferred

Excellent communication skills (both written and oral)
Computer knowledge (Word, Excel, PowerPoint and Access) HPD databases SMS, Emphays ELITE, DDMS
Strong analytical and interpersonal skills
Strong organizational skills
Experience appearing in NYC housing court and responding to subpoenas served on HPD concerning the HPD rental subsidy programs
Experience responding to written and oral inquiries from advocates, attorneys, NYC housing court judges and attorneys, tenants and owners of property concerning the HPD rental subsidy programs
Knowledge of and ability to use NY ecourts and NYSEF to obtain information concerning court cases
Knowledge of HPD rental subsidy programs or Section 8 subsidy preferred
Bilingual a plus
A NYS driver's license is preferred
