Texas Health and Human Services Commission (HHSC) is seeking a Senior Java Developer to join their team dedicated to improving the lives of Texans. The role involves developing full-stack Java applications on cloud platforms, providing technical direction, and mentoring junior developers in an Agile environment.

Responsibilities

Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces

Oversees the coding, testing, and debugging of programs and the preparation of test data

Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers

Assists in the planning, scheduling, assigning and coordinating of analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are to be aligned with the methods of working in code design at the agency. Assists in developing standards and procedures for programming staff

Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with agency project managers and subject matter experts to resolve issues or potential issue while promoting adherence to sound development standards and solution

Required

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field

Required minimum of 8 (eight) years of experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React)

Required minimum of 8 (eight) years of experience in designing enterprise applications and/or services

Required minimum of 8 (eight) years of experience in leading enterprise Java development teams

Required minimum of 8 (eight) years of experience in applications development on J2EE platform

Required minimum of 8 (eight) years of experience with microservices architecture and RESTful API development

Required minimum of 8 (eight) years of experience in working on Spring Aspect Oriented Programming like transaction management and security

Required minimum of 8 (eight) years of experience in writing SQL including SQL and NoSQL databases

Required minimum of 8 (eight) years of experience with React or Angular UI Framework

Required minimum of 4 (four) years of experience with PowerBI

Required minimum of 4 (four) years with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions

Required minimum of 3 (three) with in software development using Agile methodology (Scrum)

Required minimum of 2 (two) with Crystal Reports
