The Tennessee Department of Transportation is seeking a Contract Compliance Officer 2 to work in the Civil Rights Division - Small Business Development Section. The role involves ensuring compliance with disadvantaged business enterprise regulations and providing oversight and support to contractors and agencies regarding program requirements.

Responsibilities
Reviews applications and financial documents to determine eligibility for disadvantaged business enterprise status and verify contractor-submitted information for compliance and accuracy
Updates and maintains files, databases, and Civil Rights program information, and prepare and deliver written and oral presentations for reporting and decision-making
Reviews documentation to ensure contractor compliance with disadvantaged business enterprise regulations and monitor ongoing eligibility and compliance with State and Federal laws
Conducts reviews and analyses of disadvantaged business enterprise eligibility, program compliance, commercially useful function, payment verification, and utilization
Recommends solutions to issues and complaints from agencies, contractors, and the public, and resolve disagreements between prime contractors and disadvantaged business enterprises
Informs government agencies and the public about disadvantaged business enterprise services and program requirements
Monitors processes, materials, and surroundings to ensure adherence to regulations and identify potential compliance issues
Documents and records findings, actions, and recommendations related to program compliance and eligibility in official records and reports
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree
Three years of experience in one of the following areas: (1) the analysis of data pertaining to fiscal or manpower policies and procedure for business or public sector operations, or (2) the implementation of equal employment opportunity policies, procedures, or plans, or (3) the inspection or design of highway construction projects
A valid vehicle operator's license may be required for employment in some positions
For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations
Preferred
Additional graduate coursework in accounting, business administration and management, human resource development, training, personnel management, public administration, law, or financial services management may substitute for the required experience to a maximum of two years (36 graduate quarter hours in the specific education listed above is equivalent to one year of experience)
Additional qualifying full-time professional experience in one of the three previously listed areas may substitute for the required education on a year-for-year basis, to a maximum of four years (each year of qualifying experience is equivalent to 45 undergraduate quarter hours)
