TSD Business Analyst (IT Business Analyst – Senior/Specialist) | Ferries Division
NEOGOV is seeking a Senior IT Business Analyst for the Washington State Department of Transportation’s Technology Services Division. The role involves providing expert guidance in planning and implementing IT solutions to support Washington State Ferries, while leading complex initiatives and mentoring project teams.

Responsibilities
Independently identify, elicit, and analyze complex business needs across enterprise and ferry operations
Develop actionable technical and functional specifications from complex business requirements
Provide strategic guidance to executive and operational stakeholders
Serve as a subject matter expert, mentor project teams, business units, and other IT resources on business analysis practices, process frameworks, maritime-specific operational considerations, and governance standards
Independently lead planning, coordination, and execution of complex IT initiatives
Monitor project budgets, expenditures, and milestones
Maintain operational readiness for field support as needed
Conduct on-site observations and engage with field teams to gather business requirements and support project initiatives
Provide on-site support as needed to facilitate project planning, requirements gathering, and operational alignment
Act as the senior-level intake authority for new technology initiatives entering the TSD
Support emergent or high-priority initiatives that require independent judgment and senior level expertise to assess, prioritize, and resolve challenges
Qualification
Required
Demonstrates ability to independently deliver IT projects, including procurement, contracting, and implementation of end-to-end third-party technology solutions (SaaS/COTS)
Ability to ensure initiatives align with enterprise objectives, regulatory requirements, and operational priorities
Skills to apply advanced business analysis skills to assess complex requirements, identify gaps, and provide actionable solutions
Experience supporting enterprise-level project planning, governance, and prioritization to ensure technology solutions meet both operational and strategic needs
Knowledge of and ability to apply federal, state, and agency compliance standards to ensure procurement, funding, and project delivery meet all regulatory frameworks (e.g., FTA, FHWA, FEMA, PCI DSS, USCG cybersecurity standards)
Ability to ensure adherence to policies while enabling operational efficiency
Demonstrates strong written and verbal communication skills to engage all stakeholders, including executive leadership
Ability to translate technical information for nontechnical audiences, facilitates informed decision-making, and builds collaborative relationships across IT, operations, and external partners
Actively demonstrates a commitment to learning and growth
Takes action to meet the needs of others
A valid driver's license and the ability to operate state-owned vehicles
Ability to obtain a Transportation Worker Identification Credential (TWIC) card within the first six (6) months of employment
Preferred
Demonstrates advanced competency in IT leadership by applying foundational knowledge of information technology and business administration to effectively manage enterprise IT operations, align IT strategies with organizational goals, and oversee technical teams demonstrated through formal education, and/or professional experience
Demonstrates an advanced understanding of business operations, financial management, and budgeting principles to evaluate project feasibility, develop funding strategies, and ensure compliance with federal and state requirements (e.g., FTA, FHWA, FEMA)
Skills and the ability to apply strategic thinking to align IT and business initiatives with enterprise goals and fiscal accountability
Demonstrates competency in project management, Lean, and organizational change management (e.g., PMP, CAPM, Lean certification, Prosci OCM) to deliver IT products and services with efficiency and measurable business value
Ability to apply Lean Six Sigma principles to optimize efficiency, reduce waste, and improve processes
Fosters a culture of continuous improvement to enhance IT operations and project delivery
