Responsibilities

Lead interoperability initiatives that support CTO strategic projects and enterprise modernization efforts. Define, design, and deliver integration solutions that meet business and regulatory needs. Oversee studies and reports that include findings, recommendations, and implementation guidance. Provide technical leadership and ensure alignment with organizational goals
Drive cross-functional interoperability projects across agency systems, IT groups, and external partners. Architect integration solutions using industry standards (HL7, FHIR, NIEM, API-first, REST/SOAP). Ensure designs comply with security, privacy, and data-sharing requirements. Establish and enforce interoperability frameworks and best practices
Design, develop, and manage enterprise integration platforms, APIs, and data exchange services. Implement standards-based data sharing approaches to support real-time and batch exchanges
Lead and participate in system integrations, interface development, and implementation of API gateways. Oversee testing, validation, deployment, and monitoring of integration solutions. Troubleshoot and resolve complex interoperability challenges
Assess current vs. future state of enterprise interoperability capabilities, identify gaps, and recommend modernization strategies. Support IT planning and justification of integration-related investments
Provide guidance and training to technical teams and program staff on interoperability standards, tools, and integration practices. Promote adoption of consistent, standards-based data exchange approaches
Perform additional responsibilities as assigned to support enterprise integration and interoperability strategy

Required

Graduation from a college or university with a bachelor's degree in computer science, Information Systems, Data Engineering, or a related field is preferred. Experience may be substituted on a year-for-year basis
Minimum 12 years of IT experience in enterprise environments, with a focus on systems integration, data exchange, and interoperability
Knowledge of the limitations and capabilities of computer systems, the techniques used in the design of non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping
Strong knowledge of interoperability standards and protocols (HL7, FHIR, NIEM, EDI, REST, SOAP, JSON, XML)
Knowledge of data governance, privacy, and security requirements (e.g., HIPAA, CJIS, 42 CFR Part 2)
Knowledge of Healthcare Interoperability
Knowledge of event-driven and streaming technologies (Kafka, Kinesis)
Knowledge of DevOps/DataOps practices and CI/CD pipelines for integration services
Skilled in designing and implementing APIs, microservices, and service-oriented architecture (SOA)
Skilled with integration platforms (e.g., MuleSoft, Dell Boomi, Informatica, Azure Integration Services, AWS API Gateway)
Strong leadership, communication, and stakeholder engagement skills
Skilled in health IT interoperability (HIEs, EHR integration, CMS/Medicaid standards)
Skilled in cloud-native integration solutions (AWS, Azure, GCP)
Skilled in identity management and authentication standards (OAuth2, OpenID Connect, SAML)
Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems
Ability to mentor teams and lead organizational adoption of interoperability best practices
Ability to analyze systems and procedures, to write and revise standards and procedures, and to communicate effectively
Ability to oversee and/or supervise the work of others
