Responsibilities

Manage and coordinate multiple engineering and construction projects from planning through completion, ensuring adherence to scope, schedule, budget, and quality standards; develop and maintain project schedules and track milestones
Prepare and review technical and administrative reports, including progress assessments, change orders, time extensions, and final closeout documentation; maintain accurate records of project activities and decisions
Assist in preparing and monitoring project budgets, including cost estimates, budget justifications, and financial tracking for capital improvement programs
Communicate project goals and updates to internal departments, external agencies, contractors, and the public; investigate complaints or inquiries and recommend corrective actions; participate in dispute resolution processes to mitigate risks
Contribute to the development and revision of departmental policies and procedures; monitor construction activities for compliance with design specifications, safety standards, and environmental regulations
Review contractor submittals, progress payments, and claims to ensure accuracy and compliance with contract terms

Required

Requires completion of a four (4) year college or university with a baccalaureate degree in one of the major fields of engineering
Requires six (6) years of progressively responsible experience in the administrative, design, planning and construction of engineering projects, including two (2) years of responsible supervisory and administrative experience; or an equivalent combination of training and experience

Preferred

Experience managing infrastructure or building construction projects
Experience with contract administration, including negotiation, change order analysis, and dispute resolution
Demonstrated ability to manage budgets, schedules, and resources across multiple concurrent projects
Excellent written and verbal communication skills, with experience preparing technical reports, correspondence, and presentations
Commitment to equity, transparency, and public service, with a focus on delivering high-quality infrastructure that meets community needs
