Maintenance Data Analyst Support Senior F-16 WAM (Secret)

Responsibilities
Shall assist to navigate and data mine from all data systems used by the F-16 Program Office, both for international customers and USAF
Will support sustainment and engineering, technical management, inventory management, program/project management, and production management. Shall analyze, isolate, define, and quantify the life cycle cost and high-cost driver problems that occur within the F-16 fleet
Will advise and assist to extract, create, develop, analyze, compile and interpret queries and reports of all F-16 R&M data
Shall assist to extract, analyze, and manipulate data from the systems identified in Reliability and Maintainability Information System (REMIS), FIN, Global Combat Support System (GCSS) Air Force Data Services, Prognostics Database, Tinker AFB data system (G050), Pacific Air Force web-page (Reference, Pacific Air Force Web-Page (REDCAP)), Fleet Asset Status (FAS), Mechanical Equipment and Subsystems Integrator Program (MECSIP), Integrated Maintenance Data System (IMDS), Self Service Data Access Request (SSDAR), Enhanced Technical Information Management System (ETIMS), Falcon Scheduling System (FSS), Logistics Installations and Mission Support - Enterprise View (LIMS-EV)
Shall assist in performing detailed analysis identifying pertinent maintenance data and understanding how it pertains to the F-16 weapon system
Shall assist with validating and identifying all critical R&M indicators, maintenance data discrepancies, maintenance documentation errors and identifying actual or potential problem areas, trends, areas of imbalance and other factors which skew the reporting ratings and indicators
Shall assist in identifying and recommending appropriate changes and/or corrections to the applicable systems and work closely with process owners to ensure corrective actions are implemented
Will support and interact with technical coordination groups, foreign customer representatives, and technical engineering support groups at all levels of management
Will support interfaces with technical engineering and international customers directly to respond to data requests from various agencies
Shall assist in interpreting the mathematical formulations of the Air Force standard metrics, algorithms, and system methodologies for measuring performance of the F-16 fleet
Will support development and creation of metrics, graphs, detailed reports, and compile statistical data
Shall assist with preparing presentations for briefings and web-based applications, communicate both orally and written, attend local meetings, command conferences, seminars, workshops, and PMRs relating to the F-16 weapons system and be capable of briefing at all levels across the DoD
Will support verification, validation, tracking, review, research, and maintenance of the F-16 aircraft availability and organization inventory on a worldwide basis
Shall assist with updating and maintaining multiple databases which include internal aircraft inventory database, MECSIP, Health of the Fleet (HoF) database, Maintenance Reliability Council (MRC) database and locally developed databases
Shall assist in review, analysis, and evaluation of current or projected aircraft availability information to determine the overall effectiveness of achieving full logistics support and allocation of resources for the worldwide F-16 fleet (to include FMS)
Shall assist in the interpretation of the F-16 TOs, scheduled inspection manuals, aircraft and ancillary maintenance manuals, and TCTOs
Shall assist in reading and interpreting the 1F-16-4 Illustrated Parts Breakdown (IPB's) and the Air Force standard algorithms per TO 00-20-2
Shall assist in filing and updating revisions and/or updates of the above TOs and have a complete understanding of their contents
Will provide technical management support on concepts, procedures, techniques, and documentation that apply to F-16 aircraft maintenance functions
Shall assist with updating Work Unit Codes (WUC), Reference Designator Codes (RDC), Source Maintenance Repair Codes (SMR), Equipment Repair and Recoverability Codes (ERRC) and Usable On codes that relate to F-16 TOs
Shall assist in interpreting Acquisition and Sustainability Life Cycle Management Air Force Command Systems Manual (AFCSM) 25-524 •REMIS Data Definition and Algorithms• to provide research information upon request
Will support interpretation of key performance, reliability, maintainability, and supply performance indicators
Shall assist in identifying adverse trends for equipment, parts and components attached to the aircraft as well as trends associated with equipment maintenance issues for repairs conducted for components which are not attached or have been removed from the aircraft and the associated maintenance documentation requirements that apply
Shall assist in identifying issues relating to the Air Force and DoD supply systems and how they interrelate with maintenance systems as it applies to aircraft R&M across the F-16 worldwide fleet
Qualification
Required
Must have at least an active secret clearance
Master's or Doctoral Degree in a related field and a minimum of ten (10) years of experience in the respective technical / professional discipline being performed, at least five (5) of which must be in the DoD
OR, Bachelor's Degree in a related field and a minimum of twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD
OR, a minimum of fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) of which must be in the DoD
In addition to PWS Paragraph 3.1.1., recommend a minimum of ten years of direct fighter/bomber aircraft program or related aircraft maintenance, and modification experience at depot and unit level
The primary requirement is extensive experience utilizing Air Force aircraft maintenance reporting systems and maintenance data analysis
Recommend the necessary skills to provide the Air Force with meaningful Reliability and Maintainability (R&M) data for fighter/bomber aircraft
Recommend experience using Monarch Pro, JASC software, and other applicable software to augment the processing and refining of data from technical data systems
Recommend capability of creating unique databases to respond to specific requested requirements
Recommend knowledge and understanding of all major airframe components and sub-components on the F-16 aircraft; each aircraft component's form, fit, functions, and integration as installed on the F-16 aircraft; quality assurance, quality control, depot maintenance, TCTO, engineering configuration, standard phase dock inspections, repair scheduling process, and Air Force standard metrics (such as aircraft availability and R&M metrics)
Recommend extensive experience utilizing Air Force aircraft maintenance data systems, reporting systems, and web-based retrieval systems
