DOLA Campus Program Specialist (Community & Economic Development III) - Term Limited

The State of Colorado's Department of Local Affairs is dedicated to strengthening local communities. The Campus Programs Specialist will assist in contract management and program oversight for supportive residential communities aimed at resolving homelessness and providing affordable housing opportunities for vulnerable populations in Colorado.

Responsibilities

Overseeing budgets, reviewing and submitting pay requests, developing agreement amendments or option letters, and monitoring contract performance measures
Conducting ongoing monitoring of the work of DOH grantees and contracts
Developing program guidelines, policies, and materials for the Fort Lyon and Sage Ridge to ensure the law is being met and the program is implemented fairly, consistently, and efficiently
Communicates guidelines and policies to grantees, contractors and applicants through regular meetings, written communications, FAQs and the DOH website
Uses feedback from grantees, contractors and applicants as well as guidance through the law to create or adjust policy guidance on program implementation
Develops guidance on how contractors and grantees should implement policy changes in their workflow
Develops and implements processes for ensuring accuracy, data quality, and no duplication of benefits across programs
Advises and provides guidance to multiple grantees/contractors/subcontractors on various technical issues relating to operations and management of various programs for homeless populations
Conducts on-site administrative quality control, ensuring housing and shelters meet health and safety inspections to detect possible violations of local habitability code, HUD housing quality standards (HQS), as well as programmatic compliance and outcomes

Required

Six (6) years professional experience working with government in program or project management which included one or more of the following: Managing and/or monitoring government grants and contracts, Providing technical guidance and advice to contractors or grantees, Working with others to navigate homelessness or substance use recovery systems
A combination of related education in Social Work, Political Science, Human Services, Public Health, Planning, Sociology, Public Administration, Business Administration or a closely related field (as determined by the agency) AND experience as described above equal to six years
Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind
Strong verbal and written communications skills
Strong interpersonal skills
Superior critical and analytical thinking
Ability to manage multiple projects and prioritize appropriately
Ability to work effectively with Google Docs, Sheets, and Slides
Ability to travel independently
You MUST be a Colorado resident (at the time of application) to apply for this position
Pre-employment criminal background checks will be conducted as part of the selection process
Applicants must be legally eligible to work in the United States to be appointed to this position
MUST have a valid, unrestricted Colorado drivers license with a safe driving record

Preferred

State of Colorado work experience developing technical guidance for program stakeholders
Experience managing and monitoring grants and contracts of housing, substance use recovery or homelessness programs
Experience developing policies, guidelines, and materials for program participants of housing, substance use recovery or homelessness programs
Experience or training in project management related to housing, substance use recovery or homelessness
Experience providing services to homeless populations and/or persons in substance use recovery
Experience in program performance management and evaluation
Knowledge of and experience with Trauma-Informed Interpersonal Skills, ensuring positive engagement and collaboration with staff and residents
Knowledge of and experience with a detail-oriented focus on Contract Management and Data Analysis, utilizing metrics to drive oversight and accountability
Knowledge of and experience with Operational Agility, effectively prioritizing and responding to the changing needs of the campus team
