They are seeking an ADA and Title VI Compliance Specialist to ensure compliance with Civil Rights laws and provide fair treatment in program activities, services, and construction impacts.

Responsibilities

Lead Title VI and ADA compliance efforts across all IBR discipline areas, including design engineering, transportation, transit, structures, public engagement, and communications
Ensure the IBR programs and services are free from discrimination and equally accessible and usable
Advise and consult with IBR partner agencies
Provide meaningful language access services, as appropriate
Conduct regular reviews to collect and analyze data that may be useful in identifying and addressing any trends or patterns of discrimination
Collect and analyze demographic data, conduct research on and implement best practices, develop systems, policies, processes
Provide high level of expert guidance, assistance, and interpretation to internal and external partners
Draft policies, procedures, reports, and tracking mechanisms
Prevent, minimize, mitigate, or correct high and adverse impacts resulting from program activities as it relates to environmental justice within the design phase of projects
Assist with the development and implementation of community engagement and outreach
Participate virtually in outreach events outreach events with community-based organizations that represent small and disadvantaged businesses and workforce across Oregon and Washington

Required

Civil Rights Compliance Expertise: Proven competency in performing professional-level responsibilities related to civil rights, investigations, compliance, or related fields, including applying policies and procedures effectively in real-world scenarios
Foundational Professional Skills: Ability to apply practical problem-solving, communication, and organizational skills to professional workplace settings
Knowledge of Civil Rights Regulatory Frameworks: Working knowledge of civil rights policies and regulations, including Title VI, EJ, LEP, and the ADA, with the ability to interpret and apply them to program operations and stakeholder engagement
Growth Mindset: Actively demonstrates a commitment to learning and growth
Service-Oriented: Takes action to meet the needs of others

Preferred

Analytical and Conceptual Skills: Demonstrated knowledge of core concepts and strong analytical skills to assess complex civil rights issues and develop practical solutions or recommendations
Investigative Expertise: Certification or demonstrated expertise in civil rights investigation procedures, with ability to lead or contribute to formal investigations. Proven ability to investigate complex civil rights complaints, including gathering evidence, conducting interviews, analyzing data, and producing legally defensible findings or reports
Communication and Stakeholder Engagement: Ability to communicate clearly and provide authoritative guidance on civil rights matters to diverse internal and external stakeholders
Language Proficiency for Access: Proficiency in speaking, reading, and writing in one of the top LEP languages relevant to the program area, sufficient to support meaningful access to services
