Director of Paratransit

Center for Volunteer & Nonprofit Leadership (CVNL) is seeking a Director of Paratransit responsible for all aspects of planning, strategy, and implementation of the Paratransit Program. The role includes supervising staff, developing financial strategies, ensuring compliance with regulations, and maintaining high standards of customer satisfaction.

Responsibilities

This position supervises the Paratransit Shift Supervisors who oversees a team of 3 Customer Service Representatives and Routing & Scheduling Specialists who perform routing and scheduling, dispatch, and customer booking requests, while also overseeing :20 Drivers
Works with CFO to develop financial strategy to negotiate contracts annually and that all contract requirements are met for the program's budget
Work and meet weekly with Sonoma County Transit representative
Working with the CFO, develop and manage all aspects of department budget, actively working to ensure the department is meeting or exceeding budget goals
Responsible for overseeing strategy for department's needs in hiring, training, evaluating and supervising all staff
Maintain all program policies, procedures, and training materials and ensure compliance with Sonoma County Transit (SCT) and Federal Transit Authority (FTA) requirements
Ensure the safety of all Paratransit & Volunteer Wheels staff, clients, and vehicles through Department of Transportation (DOT) and Cal/OSHA regulations
Create a culture that maintains a high standard of customer satisfaction and professionalism
Partner with HR to create succession plans, performance reviews, development plans for all department staff, and coaching managers
Mentor and develop Paratransit Shift Supervisors to ensure accurate record keeping of customer issues and calls, developing standard operating procedures (SOPs), systems, and metrics to help drive and support business needs
Advanced understanding of routing and scheduling, with the ability to work with managers and staff to develop and implement SOPs, systems, and metrics to help drive and support business needs
Participate in Emergency Response preparation at the county level and support evacuation efforts when activated by SCT
Participate in meetings of other Paratransit systems to ensure that policy and procedures are coordinated
Oversee compliance with the Department of Transportation (DOT) and Federal Transit Authority (FTA) and Cal/OSHA, HIIPA requirements, regulation and drug screening
Demonstrate CVNL's organizational values of Care, Connect, and Contribute
Attend and participate in company-wide meetings and events, annual conference, and departmental safety and staff meetings
Oversee and work with Paratransit Shift Supervisors to create a safe and efficient workspace minimizing incidents and accidents by making sure SOPs are up to date and properly communicated following company and Cal/OSHA guidelines
Work with Paratransit Shift Supervisors to ensure drivers promptly report vehicle repair needs with Sonoma County Transit. Fleet Maintenance management is not required for this position
May be required to drive, train, or supervise on route 5-15% to ensure requirements are fulfilled, with best practices and procedures consistently applied
Participate and be a leader for the Paratransit Department to work with others across CVNL programs and events that may include: Secret Santa, Heart events and/or workshops
Set comprehensive goals for performance and growth
Evaluate performance by analyzing and interpreting data and metrics
Contribute to the development of CVNL's strategic goals and objectives
Maintain continuous lines of communication, keeping the CEO informed of all critical issues

Required

Bachelor's degree in Logistics, Business Administration or equivalent; professional skills and experience may be substituted for education
Five years' experience in transit, preferably paratransit programs in a dynamic or flexible scheduling environment, logistics, or transportation services
Strong management/leadership skills including 5+ years' experience as a director/manager, including conflict management skills, and staff development
Ability to develop strategy, set priorities, and exhibit strong organizational skills
Proficient knowledge of Microsoft Outlook, Excel with the ability to create descriptive reports
Excellent communication skills, both written and verbal with the ability to be empathetic and persuasive in individual and group settings
Proficient knowledge of department and organizational communication and project management software and apps, Zoom, Basecamp, Tripspark a plus, etc
Experience in implementation, training, and change management
Possess a valid State of California Driver's License. A commercial license is NOT required for this position
Have an acceptable Department of Motor Vehicle H-6 report and insurability at normal risk rates
Successfully complete a pre-employment and random DOT drug test and physical
Ability to operate all paratransit vehicles. Thorough knowledge of traffic laws and resources for training
Sensitivity and compassion for elderly and physically and/or emotionally disabled individuals
Ability to work under pressure and handle a variety of concurrent tasks efficiently
Ability to manage cost control and financial/budget experience
Working knowledge of data analysis and performance/operation metrics
Flexible, collaborative, and proactive; a team leader who can positively and productively impact both strategic and tactical operational initiatives

Preferred

Cal/OSHA 30 or 10 certification preferred
Knowledge of HIPAA rules and regulations desired
